City Hall, Palo Alto, California,
November 24,. 1952.
The Council of the City of Palo Alto met in regular
session on this date at 7:30 p.m., with Miyor Mitchell presiding.
Roll call as follows:
Present: Bishop, Blois, Bower, Cashel, Cathcart, Drysdale,
Gaspar, Hill, Marshall, Miller, Mitchell, Montrouil,
Simpson, Wells, Wickett.
Absent: None.
The minutes of the meeting of November 10, 1952,
were approved.
Weed Nuisance
This was the time for a hearing on the proposed
destruction,or removal of weeds, in accordance with Resolution
No. 2384 declaring:weeds to be a nuisance. The hearing was:
declared open. There being no one who wished to speak on the
matter the hearing vas closed. No written objections were
received.
Resol,:tion No. 2385 ordering weed nuisance abated
was read, and on motion of Gaspar and Miller, was adopted by
unanimous vote on roll cai1.

A report was received from the City Attorney recommendin
that the claim for damages filed by Mrs. Bertha M. L'Heureux:be

Reclassification Electric Department
-The City Manager reported that Mr. E. A. Heath, tile.
new Chief Electrical Engineer, after making a survey of the
Electric.Department, has recommended that the classification
of:Fi.eld Clerk be changed to Senior Engineering Aide, at salary
range of .$327X07$409-..0 It was thought that this charge
will enable the E-lectri.c Department to reapportion the work load
and Permit better field';supervision and better ,lob planning.
0n motion ofHill and Wells, the change in classifica-
tion involving the establishment of the position of Senior
Engineering Aide was approved as recommended. It was pointed
out that no additional funds are needed in this year's budget.;
Retirement Helliwell
The'C ty Manager reported that Mrs. Grace R. Helliwell
is retiring ,on" December 1, 1952, after twenty-three years of
service. He presented the following resolution commending her
service to the City:
'RESOLUTION
WHEREAS, the City. of Palo Alto desires to
recognize the loyal public service of Grace R.
Helliwell, e who has served as City Librarian since
June 19, 1.941;
NOW, THEREFORE- be it resolved by the Council
of the City of Palo Alto as follows:
That the City of Palo Alto corm ends the
sincere And able public service of Grace R. Helliwell
in the field of Public Library Administration from
Auguste15 .-1929,, to December 1, 1952.
On motion of -:Simpson and Blois, the resolution was
adopted by unanimous vote on roll call.
Aopcintment of City"Librarian
The City Manager submitted a communication recommending
the appointment of Mr,- Frederick F. Mulholland as City Librarian,
effective as of December'1, 1952.
On motion of Cathcart and Gaspar, this appointment
was confirmed.
Ordinance on Passenger Loading Zones
The City Manager presented a proposed ordinance
establishing passenger;loading zones, not to exceed 30 feet in
length, in front of theatres and in front of hotels having a
minimum of sixty rooms. -
Or. motion of Montrouil and Simpson, this ordinance was
accepted for first reading.
Off -Street Parking, California Avenue Di; tric _, ?ro j' c t 52-16
A report was received from Committee No. 1 referring
to the Council the report and plan for off-street parking lots
inthe California Avenue District as submitted by the Citizens'
Committee for the California Avenue area. Committee No. 1
recommended that the Council set a date for hearing on the

Resolution,of Preliminary Determination, to determine, the' public
convenience and necessity for acquiring off-street parking cots.

The Deport and plan recommended by the Citizens
Committee:were explained. by' Mr. H. Taylor Peery, Chairman of the
Committee, and by;the Planning Officer. The recommendations
lncludedthe`acquisition-of properties for off --street parking:
areas, .the formation of an'assessment district and issuance of
E bonds, the extension>of the C--2 Zone, the widening of Sherman
Avenue, and .the' further recommendation that for the immediate
future no parking meters be installed.
Resoltation No.. 2386 of Preliminary Determination;
Project 52-16,. setting December 22, 1952, at 7:30 P.M., as -the
date for hearing; was read, and on motion of Miller and Wells,
was adopted on roll call with 14 Ayes, Cashel voting No.
Amendment to Improvement Procedure Code
The Council accepted for first reading a proposed
ordinance amending the Palo Alto Improvement Procedure Code
relating to the maturity of certain bonds. The amendment
would permit the Council to determine the amount of bonds`to
mature in each year, thus permitting the Council to provide
for smaller payments during the first few years if it so desired.
Request for Change of Street Name
A report was received from Committee No. 1 advising that
it has considered the petition previously received by the Council
requesting that the name of Diss Road be changed to "Meadow Drive".
The committee recommended that the name of Diss Road be not changed
The Chairman of Committee No. 1 reported that Diss Road
was named years ago after one of the old pioneer families; that
it is partly in the County, and that some of the residents on the
street do not want the name changed.
On motion of Montrouil and Wells, the recommendation
of Committee No. 1 was adopted.
Rezoning Stanford Land
Ordinance No. 1424 amending the Zone Map to provide for
the rezoning.of. the Stanford lands westerly of El Camino Real
and southerly of California Avenue, including the newly annexed
area, was given'second reading, and on motion of Blois and
Simpson, was adopted by unanimous vote on roll call.
Amendment to Zoning Ordinance (L -M Use)
Ordinance No. 1425 amending Subdivision (b) of.,Section
15.03 of the Zoning Ordinance by adding Subdivision (7) to read
as follows "Processing and handling of goods and materials.
relatingto photography, including plastics; and the servicing"and
repair of`phot.ographic equipment7 was given second reading.
After discussion, on motion of Simpson and Montrouil,
the ordinance was adopted or roll call, with 14 Ayes, Hill voting,

Amendments to. Toning Ordinance
ordinance No,. 1426 amending Ordinance No. 1324, the
Zoning Ordinance by additions, deletions, and amendments to various
sections, was given second reading, and on motion of.Montrouil and
Gaspar, was adopted:by unanimous vote on roll call.

0rdinance,Prohib:ting A11 -Night parking
Ordinance No.. 1427 amending Section 19.47 of Codified
Ordinance No. 59 prohibitLng parking on any street for a period
of:time longer than one hour between 2:00 A.M. and 6:00 A.M.,
except when a permit has been.issued, was given second reading.
On motion of Simpsoneand,Marshall, this ordinance was adopted by
unanimous vote on roll call.
One -Way Traffic. Lane 13 West
Ordinance No.; 1428 establishing one-way traffic in
Lane 13 West between Ramona Street and the City parking ].ot, so
that traffic shall proceed in a northeasterly direction with
exit on Ramona Street, was .given second reading, and on motion
of Miller and Marshall, was adopted by unanimous vote on roll
call.
Stop Signs
Ordinance No. 1429 establishing stop signs on First
Street and. Second Street at Page Mill Road was given second
reading,: and on motion -:-of Cathcart and Montrouil, was adopted
by unanimous vote on roll call,
"No.Parkin" Zone on Lytton Avenue
Ordinance No. 1)30 establishing a "No Parking Zone"
on both sides ' of Lytton Avenue between Middlefield Road and
Webster street between 8:00 A.M. and 6:00 F.N., except Sundays
and, hol.days, ,w&3 .given second reading, and on motion of
Cathcart and Montrouj.l, was adopted by unanimous vote on roll call:.
Ordinances Establishing Parking Meter Zones and
Limited Parkin$-- Zones
A proposed ordinance establishing parking meter zones
and regu1ations, limiting the use of said zones was accepted for
first reading.
A proposed ordinance establishing limited parking
',zones and regulations limiting the use of said zones was accepted'
for first reading.
It was explained that these proposed ordinances and
accompanying maps have been prepared to carry out the provisions,
of the on -street parking plan previously recommended by the
Traffic Committee and Committee No. 2.
On motion, the Council adjourned at 8:45 P.M.
