Resolution No.`2355,.,:awarding the sale of these bonds
to the 1o4 bidder,- Lagoon, Levy & Williams and Associates, was
read, and on motion of Wickett•and Wells, was adopted by
unanimous vote on roll call.

A letter was received from the Mayor of Inglewood
enclosing -a resolution adopted,by`the Inglewood City Council
opposing the proposal of the County Supervisors' Association
for a x+% statewide sales tax, and requesting the Council of
Palo Alto to.consider similar action. This was placed on file.
Petition to ,Improve -Drainage Ditch (Dry Creek)
A petition. was filed` by. M. T. Cox, 3366 South Court,
with 137 'signatures, requesting that immediate action be take'n
to improve the.'drainage ditchknown as."Dry Creek" between
Alma:Street and Middlefield;Road. This was referred to the
City Manager, -the City: Engineer, and Committee No. 1.
Claims for Damages:
A comMunicationr was received from the City Attorney
advising that ne has:investigated the claims for damages.
Previously filed by McCormick Selph.Associates, Inc., and by
Kathryn Wachhorst, and'recommends that they be denied.
On motion of Wiekett ,and `Montrouil, the recommendation
of the City Attorney: was. adopted and the claims were denied.
Letter from Varian Ass4oia:tes (Traffic Problem)
A letter was received.fron Varian Associates who are
now constructing an e3ectroni.cs; laboratory and administration`
building on Hansen Way near E]. Camino Real and expect to build
additional ;buildings in the future:: They state that 400 people
or .more will be' employed ;and .they bes'lieve that a critical traffic;
sitaation will develop:. at: this ;point twice a day. They request
that steps be taken at this time so 'that a solution to the
problem can be worked. out_prior to 'march, 1953, when their new'
building will be ready for occupancy,:
The City:.Manager called attention to the fact that
Hansen Way is, a private road and, has never been dedicated to the
City, and that :El `Camino' Real . is urnder the jurisdiction of the
State. Highway Department.
The letter,was referred to -the City Manager for reply:

Study,. Page -Mill -Road .;and El Camino Real
The - City} Manager:: reported that.a communication has been
received: from the ;State. Highway` Department advising that they
have made -,a survey of =the' intersection of Page Mill Road and
El ;Camino Real, and_=i.n their, opinion the traffic at that inter
section does not warrant._ the installation of traffic control
signals. He advised that: the City will make a further study of
the matter:

A letter was received from the General Electric Company
concerning the Charles'.A. Coffin:award which has been given to -
the. Pacif is Gas & Electric' Company in recognition of their
.contribution' to: the electicindustry. This was placed on file.

received On .August 6, 1952, for.. crossarms, calabar bass fibre
and :gutter broom- wire,:'water meters, tapping sleeves and valves,
gate valves,'' cast iron -pipe., cast iron fittings; and fire
hydrants, with the following recommendations:
1. That. the bid of. Niedermeyer-Martin Company for
crossarms". be;_;,accepted in the amount of $3,480.00, plus
salestax..
2 . That. the. bid of Tuffibre Company on calabar ,bass
fibre and ,gutter broom wire be accepted in the. amount of
$3,414.00, plus;:'; sales tax.
3 That the : bid of Rockwell Manufacturing Company
on-water'meters-:for Item 1, 700 5/8" x 3/4";meters, be
accepted in the amount of $13,160.00 plus sales tax; and
that the' bid:,; of"Neptune Meter Company for Item 2 for 300 '
3/l", x=. 1" meters; ,Item._ 3 for 100 1" meters, and'.Items 4
and 5 for 2"::meters, in the amount of $14,164.50 plus sales
tax be accepted
4 That ,the.bid of Groeniger and Company for tapping
sleeves 'and valves be accepted in the amount of $1,661.50
plus sales tax.
5 Thatthe bid of Skinner Supply Company for gate
valves, in the' amount of $6,215.50 plus sales tax be accepted
6.. That the bid of U. S. Pipe and Foundry Company for
cast, iron_,pipe. be accepted in the amount of $1,254.00 plus

cast iron fittings, for Items 1, 2, 5, 7, 13 and - 14 in the
amount of.$332.10,plus sales tax be accepted; that the
bid of Empire Foundry for Items 4, 10, 12, 25, 16 and 17 in
the amo,:,nt of ,$377,•60, plus sales tax be accepted; and that
the. bid of'-; Grinnell7Company on Items 3, 6, 8, 9 and 11 in
the amount -0. 385.40 plus sales tax be accepted.
The City -Manager reported that all bids received on
fire hydrants were identical and recommended action on the.hydrant
bids be'postponed until the -next meeting on August 25,1_952.
.on motion ;of Cathcart and Simpson, all the above
recommendationsofthe City, Manager were approved.
Sale of Scrap, 1roi and Copper
The City Manager also made a report on bids received
for the sale of scrap material., with the recommendation that
thecopper beso1d to D. N. aenss at 17 cents per ib.., and the
scrap iron be sold to Mr. Gents for $16.00 per ton.
Onmotion of Gaspar and Blois, the recommendation was
adopted and_ 'the sale of this material authorized.
Final Map of Traot No. 1030
A, report' was received from the Planning Commission
recommending approval: of the. final map of Tract No. 1030 which::
was tentatively approved by the Planning Commission on August 29,
1951, and bythe:.Coun.ci2 on September 24, 1951, in accordance
with" recommendat.id'n of.the,City Engineer as set forth in Bulletin
52;48.
Committee_No._1 reported that it concurred in recommend=
ing approval ;;of. this -final map.
Resolution No'.. 2356 approving map of Tract No. 1030
was read, and ;on ,motion of Montrouil and Gaspar, was adopted by
unanimous vote on roll call.

A report ;vas received .from the Planning Commission
recomrending`approval of the., following redivision of lots:

Rezoning, San Antonio and Middlefield Roads
A :report was received from the Planning Commission
recoiimlending approval of•'the rezoning of the westerly corner
San: -Antonio Road and`;.Middlefield Road, having a frontage of
approximately 490 feet, on°.San >Antonio Road and 195 feet on
Middlefield;: Road; fromfR 1:B--8,. Single Family Residential,
Special Building. Sate `District, , to P -C, Planned Community District.
The` Commisslon'reported, that in conformance with Section
16.:03: of the.`.Zoning Ordinance the applicant has submitted a
general _statements ,of the type of use for the development planned:'

The area on the immediate corner, including frontage

Deed Prom Mackay Company
report .was" received from Committee No. 1 recommendi,n
acceptance. by ,the C:ounc`ll of a quit claim deed from the. Mackay
Radio & T^el'egraph ;C.ompany, Inc., covering 0.060 acres 'on Colorado
Avenue ad jacent to ,they City, of` Palo Alto substation site.
On• Motion of-Montrouil and Simpson, Resolution No: • 2357
accepting this quit claim deed was adopted by unanimou6 vote on

At the suggestion of Councilman Hill, the City Manager
was requested to:send a letter of appreciation to the Mackay
Company for deeding this land to the City without charge.
Parking Restrictions on Alma Street
,A report- was received from Committee No. 2 recommending
that the proposed ordinance which was given first reading on
July .1 4, 1952,. extending the "No Parking" Zone on the: westerly
side of Alma :Street; to the southerly city limits be amended to
provide" fors "No .Parking" "on; the westerly side of Alma Street
from Oregon, -Avenue' to" -the southerly city limits, in addition to
the present` "No Parking" restriction extending from Addison
Avenue to California Avenue. It was pointed out that this would
permit; parking: to.be continued in the block between California
Avenue and; Oregon;, Avenue .

Call `For "Bids on Recreaton
Service Buildings
A report. wasrecelved from.Committee No. 3 recommending
that -the C±ty 'Manager be authorized to call for bids for the
construction of three. recreation' service buildings to be built in
Rinconada Park, Peers Park: and. E']. Camino Park. On motion of
Marshall_ and Gaspar, ,the' re.conmendation was adopted.
Contract withChamber of Commerce
A report., was received from,Comm1ttee No. 4 recommending
that the City Manager be authorized to. sign a contract with the
Palo Alto Chamber -of Coz erce;.covering the use of funds allooated:
to :%the Chamber ,of Commerce for, publicity purposes in the 1952-53
.: budget. On motion -of Drsda

approved and the -City Manager was authorized to sign the contract'.
Exchange of Securities
A report, was recei d from ,Committee No. u recommending
than the Treasurer be authorized to exchange $500,000.00 U. S.
Treasury- .Bills, 1 7/8%, due September 1, 1952, for $500,000.00
U..S . Treasury : Ce.rtificates of Indebt.eftess, Series 0 of 1953,
dated August 15, 1952, to mature August"'15, 1953, at 2% per annum.
Resolution. No. 2358 authorizing this exchange of
securities was read, and;on•motion of Wickett and Montrouil, was
adopted by unanimous vote: on roll: call.
Sale of Improvement Bonds'
A report was.submitted by Committee No. 4 recommending
that the balance of the Cit :of Palo a:lo Alto Municipal Improvement
Bonds of 1951 (Water, Electric and Gas), authorized on May 8, 1951,
in the amount of`.950,000.00, be.issued and sold, bids to be
received on September $, 1952, at 4:00 P.M.
After, discussion, it, was directed that the date for
receiving bids be:changed to September 22, 1952.
On motion of Gaspar and Blois, Ordinance No. 1416
providing for the issuance and sale of these bonds, the bids to
be -received on September• -22;,: 1952, was adopted by unanimous vote
on roil call.
Premium on Group. Li.f'e .Policy
A report was received -`from Committee No. 5 recommending
that the amount of premium paid by. employees on the group life
insurance be reduced from "70;'centsto 60 cents per month.
