RESOLUTION OF THE COUNCIL OF THE ,.6~;y· ·~~,·~~o ~Tcr .-I
ADOPTING A COMPENSATION PLAN FOR CERTAIN CITY
PERSONNEL (Effective June 28, 1971)
The Council of the City of Palo Alto does RESOLVE as fol-
lows:
SECTION 1. Pursuant to the provisions of Section 12 of
Article III of the Charter of th~ City of Palo Alto, the Com-
pensati~n Plan, as set forth in EXHIBIT A, attached hereto and
made a part hereof by reference, is here?y adopted, for certain
city personnel.
SECTION 2. The Compensation Plan adopted herein shall be
administered by the City Manager in accordance with the Merit
System Rules and .. _Requlations.
SECTION 3. Thf Compensation Plan shall become effective
for 1971-1972 pay period No. l beginning June 28, 1971, and
shall continue in effect until amended or revoked by the Council.
SECTION 4. This resolution shall be effective immediately
provided, howeve~, that the salary provisions hereof shall not
be administratively implemented until the EXECUTIVE ORDER OF
THE PRESIDENT OF THE UNITED STATES PROVIDING FOR STABILIZATION
OF PRICES, RENTS, WAGES, AND SALARIES dated August 14, 1971, is
found to be inapplicaj>le to the employees of the City of Palo
Alto or November 12, 1971, whichever sooner occurs. Adminis-
trative implementation at that time shall be pursuant to
section 3 hereof.
SECTION 5. For all personnel covered in EXHIBIT A, this

COMPENSATION PLAN FOR THE CITY OF PALO ALTO
SECTION I. SALARY RANGES
A. Sa1ary Range Tables
Personnel covered by this plan sha11 receive compensation within the sa1ary
ra~ges set forth in the Salary Range Tables that follow Section 2. The
sa1ary range for each position c1assification title and number is expressed
in bi-week1y and/or hour1y rates along with the approximate monthly and/or
annual equivalent.
8. Establishment of Salary
The City Manager is authorized to make appointments to or advancements
within the prescribed ranges upon evaluation of employee qualification and
performance.
For purposes of merit advancement, steps A through E or 1 through 3 (for
certain classifications) are provided within the salary ranges for all classi-
fications other than Group One administrative personnel. The minimum time
interval between merit steps is one year, except that where initial appoint-
ment is at the A step (or Step 1), the minimum time interval between steps
A and B (1 and 2) is six months. The City Manager, in recognition of unusual
circumstances or extraordinary perfotmance, may authorize special merit ad-
vancement.
In the event that a downward adjustment of a salary range indicates a reduc-
t ion in the established salary of an individual employee, the City Hanager
may, if circumstances warrant, continue the salary for such employee in an
amount in excess of the revised range maximum for a reasonable period of time.
Such interim salary rates shall be defined as 11 Y-rates 11 •
C. Contingency Cost of Living Adjustment
This compensation plan provides for a cost of living adjustment contingent
upon increases in the San Francisco Bay Area Consumer Price Index. Such
adjustment shall be determined by examination of the indicies for June 1971,
and December 1971. Should there be an increase in the index of more than
2% between June 30, 1971 and December 31, 1971, the compensation plan will
b~ adjusted by the exact percentage of the increase. Should the index in-
crease 2% or less during the indicated period, no adjustment will be made to
the compensation plan. Cost of living adjustments will become effective with
the pay perit.-d which includes January I, 1972.
SECTION 2. SPECIAL COMPENSATION
Personnel covered by this compensation plan, in addition to the salary set forth
in Section 1 above, may receive special compensation as follows. Eligibility
shall be in conformance ~;ith the Merit Rules and Regulations end Administrative
Directives issued by the Clty Hanager for the purposes of clarification and inter-
pretation.

A. Annual Adjustment
Annually, each employee who holds a regular full-time appointment in the
municipal service on or before July first and continues in such status
through the first day of Pay Period No. 12 (in December) shall receive,
in addition to the salary prescribed herein, a salary adjustment equal to
one percent of the employee's current annual salary. Ann~al adjustments
shall be prorated to reflect appointment from January I through July 1 of
the cur-ren•: year, Or interrupted service during the year.
B. OvertimeJ Working Out of Classification, and In-Lieu Holiday Pay
Compensation for overtime work, working out of classification and scheduled
work on paid holidays shall be in conformance with the Merit Rules and Regu-
lations and Administrative Directives.
C. Standby Compensation
Employees performing standby duty may be compensated to the maximum rates
established below. The City Manager may establish lesser rates as determined
by variation in re1uirments of standby assignments.

Sworn Police personnel appearing in court for the People during off-duty
hours, except for positions a5 may be exempted by the City Manager, shall be
compensated for a minimum of two hours pay at time and one-half, each additional
hour shall be at time and one-half. All witness fees received by such personnel
shall be turned over to the City of Palo Alto.

An additional twenty cents (20¢} per hour night shift premium shall be paid
to regular full-time employees who are regularly scheduled to work between
6:00 p.m. and 8:00 a.m. Night shift premium will not be paid for overtime
hours worked or to Fire Personnel assigned to shift duty.
