HomeMy WebLinkAboutRESO 4492·" I .RIGINAL RESOLUTION NO. 4492 ----- RESOL'U'"TION OF THE COUNCIL OF THE CITY OF PALO AL'l'O OPPOSING LEGISLATIVE REAPPORTIONMENT PLA:.~S WHICH WOULD PLACE SECTIONS OF THE CITY OF PALO ALTO INTO DIFFERENT CONGRESSIONAL, STATE SENATORIAL, AND ASSEMBLY DISTRICTS AND SUPPORTING THE INCLUSION OF THE CITY OF PALO ALTO IN GEOGRAPHICALLY COMPACT DISTRICTS WITH NEIGHBORING MIOPENINSULA COMMUNITIES WP.~REAS, the-Senate and the Assembly of the State of California are ~harqed with the responsibility of ~eapportionin9 the Congres- sional districts of the State and their respective State Senatorial and Assembly districts in the near future: and WHEREAS, under several of the reapportionment plans which have been proposed, the City of Palo Alto would be divided and sections of the City would be placed into different Congressional, State Senatorial, and Assembly districts: and WHEREAS, under said reapportionment plans, the City of Palo Alto not only would be divided for purposes of legislative representation but also would be in the same districts as far distant c. ·.Jmmuni ties having economic, social, and environmental interests which differ significantly from those shared by the City of Palo Alto and its neighboring Midpeninsula communities; and WHEREAS, it is in the best interests of the citizens of the Midpeninsula area as well as the citizens of the City of Palo Alto that the City of Palo Alt~ not be so divided and that the City of Palo Alto be included in geographically compact Con9ression~l, State Senatcrial~ and Assembly districts with its neiqhboring Midpeninsula communities1 NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION l. The Senate and Assembly of the State of California hereby are urqed not to enact, and the Governo~ of the State of California hereby is urqad not to approve, any legislative -l - I I reapportionment plan which would divide the City of Palo Alto and would place sections of the City of Palo Alto into different Congressional, State Senatorial, or Assembly districts. SECTION 2. The Senate and Assembly of the State of California hereby are further urged to enact, and the Governor of the State of California hereby is urged to approve, a legislative reapportion- ment plan which would include the City of Palo Alto in geographically compact Congressional, State Senatorial, and Assembly districts with its neighboring Midpeninsula communities. SECTION 3. The City Clerk hereby is directe~ to transmit a certified copy of this resolution to Governor Ronald Reagan; the California Congressional Delegation in care of Congressman Paul N. McCloskey, Jr., Congressman Charles s. Gubser, and Congressman Don Edwards; James R. Mills, President Pro Tern of the State Senate1 Bob Moretti, Speaker of the Assembly; Walter Karabian, Majority Leader of the Assembly; Robert Monagan, Minority Leader of the Assembly; State Senator Clark L. Bradley; State Senator Alfred Alquist; Assemblyman Richard Hayden; Assemblyman John Vasconcellos; Mervyn Dymally, Chairman of the Senate Elections and Reapportionment Committee; Henry A. Waxman, Chairman of th~ Assembly Elections and Reapportionment Committee; and Richard Carpenter, Executive Director and Legal Counsel of the League of california Cities. I ! , ">.., . : . , ./ August 16, 1971 I have pleasure in enclosing a copy of City of Palo Alto Resolution No. 4492 opposing legislative reapportionment plans which would place sections of the City of Palo Alto into different congressional, state senatorial and assembly districts. This resolution supports the inclusion of the City of Palo Alto in geographically compact districts with neighboring midpeninsula communities. The City Council unanimously adopted Resolation No. 4492 at its meeting of August 9, 1971 and I am transmitting a copy to you as an expression of the Council's deep concern about legislative reapportionment plans and their effect upon the City of Pa io Alto.
