Present Bishop, Blois, -Bower, Cashel, Cathcart, Gaspar, Hill, Marshall, Mitchell,Montrouil, Simpson,-Wickett. Absent Bowden, Drysdale, Miller. The minutes of the. meeting of March 24, 1952, ' were approved Tour to:Butano-Forest Mrs. C G. Fisher, representing the Palo Alto Woman's Club which is interested in: the purchase of Butano Forest, extended an `invitation'to council members to be guests of the Woman's-Club_:on a tour to Butano Forest on Saturday, June 7th, starting at 1:0:'-00:.A.M. .-She said they would like to have a police escort U such permission could be given. ?'Iearing- on Zone .Change 'Property) This was the'time set for a hearing on the recommendation of the Planning :Commission ' to rezone property of Guy W. Meek et al between theBayshore Highway„and Greer Park subdivision from R -1 to`L-M-S._, .The uses permitted in the L -M -S district (Light -Manufacturing District with Special Parking Regulations) were explained; by the planning officer. Tine hearing was declared open. Mr. Guy. Meek, owner of part of the property proposed to be rezoned, addressed the Council stating .that he . had; not :,Wade application for the L -M zoning . and` did not want. i t,, and that he had no desire to use the property for anything which'the neighboring residents did not want.: He.said he is willing to cooperate in making a park in that area if that is what `the people wish. Mr.;Colin Peters, attorney representing all of the home owners in:Greer Park,..submitt.ed a petition signed by,110 property owners obJectingto the rezoning which they felt would depreciate. the value` of . their residential property. A number of property owners. also spoke, opposing the proposed change of zone, including, Mrs. L. V. Hodges, Mr. Magic Van Patten, Mr. Ross Blinn, and Mr. Donald -Miller. Mr. Harold Wise', 1056 Amarillo Avenue, a professional planning consultant, advised that in his opinion the proposed zoning would not detract from the residential area if certain conditions are met, :and that the land in question is suited for the ..=light: manufacturing ;development as proposed, provided an 0-A or open: area .zone is maintained' within 50 feet of. any residential property, :that the height limit is restricted to one -.story, theta- adequate:'off-street' parking is required, , and that minimum building: sites of at least one acre be required. Mr. Wise `stated 'thit-he thought if these changes are- :made' in the Zoning Ordinance, -the residential character of the adjacent area would; be . p^oteeted;' -otherwisehe would be opposed to the rezoning if the ordinance :provisions'` are: not amended. The =hearing wasthen declared, closed. A Letter was received from. John C. Carmack suggesting 'that consideration be given to setting aside passive recreation :land between residential and industrial areas, and that a strip of land:approximately 150 feet in width, extending from Amarillo Avenue to Colorado Avenue,,':be acquired and developed -asppassive=recreation area, windbreak, and buffer zone. Mr. George Jackson, owner of the property at 1176 : E7n:erson Street, spoke in support of his application for the zone change Mr.- Garrett II.,, Elrnore:, owner of adjacent property, asked for information on,. the: proposed rezoning:. After, discussion, Mr. Elmore advised that he had no 'objec tion. There- being no others who wished to speak on the matter, the hearing was closed. Hearing on Zone Change,- 934 Ramona Street This was also the time for a heaaing on the aplication of Melvyn E. Pratt, Jr., for rezoning his property at 934 Ramona Street from R-2 to-11-1.:, It was, pointed, out that the Planning' Commission and Committee No. 1` previously recommended that the application, be denied. The hearing` was declared open, Mr`. Pratt spoke in support of his request that his - property be included inthe M..1 district. There being no One. else who wished.:to 1speak on the matter, the hearing was closed: On motion of,Hill andlMontroui-1, the recommendation of: the Planning :Commission arid Committee'No. 1 was adopted and the application denied. Amendrent to Zoning Ordinance, Non -Profit Recreation Areas ;Use Permit to 'Little League A report was received from the Planning Commission ,recommending the_adoption of a proposed ordinance amending Sub- secti-on (,a) of Seation< ,6:03 of the Zoning Ordinance providing for the inclusion�`of:.private non-profit recreational areas in Distr _ct.s,under .a:: tse 'permit. Committee No. 1 recommended the adoption Of this ordinance as an emergency ordinance-. It was -pointed Out that a use permit to the Little League is involved and unless the ordinance is adopted as an emergency' -ordinance, the Little League would be delayed in developing its baseball diamond for. the corning season. 187 Ordinance No. 1394, amending Section 6.03 -of the Zoning • Ordinance providing for rron-profit recreational areas in R-1 District: wasread;.: and on motion of Cathcart and Montrouil, was adopted as an emergency ordinance by unanimous vote on roll call. The ,Planning Commission recommended approval of the application of ,the Little League of Palo . Alto, Inc ., for a use permit;to constructa baseball diamond and other necessary improvements- _on the 4-acre'parcel on' the westerly side of Middlefield: Road between Di>ss and Charleston Roads, if the following basic `co iditions-"are complied with: (1) The permit'shall be valid for one year from the' date.-on'which it is granted by the Council.' Applicatlonfor renewal may be made in the ,manner, prescribed.: by Article 23 'f the Zoning.: 0rdinance at: any time 'within 60 days of the date of expiration Additional requirements and restrictions in connection with methods of operation, facilities, and equipment=may be placed on this permit at the time of renewal. Agreement_, r The City Manager -recommended execution of an agreement with Eichler Homes for installation and purchase of water system and gas system in ChanningPark, Unit No. 2, Tract No. 909. On motion of -Hill,` and Cathcart, and by unanimous vote on roll` call, the Mayor- and City Clerk were authorized to sign this agreement for the City_: Bids on Black Pipe The City°.Manager submitted a report on the.bids received on March 21, 1952, on:black wrapped pipe, with the recomMendation cr, C.� that the .bid ` of the "Crane Company be accepted in the total - amount. of. $19,116.20.for 8,000 feet of 3" pipe, 10,000 feet; of pipe,. and 1,000 feet of 6' pipe. :On Motion of Gaspar and Blois, the recommendation of the City ,Manager was adopted and the bid of Crane Company accepted by unanimous` vote: on'roll call. Bids on Recreation .Fences and Equipment A report,was made'by:the CitY Manager on the bids received .on April 10,'`1952., on 'recreation fences,. with the, recommendation that: the bid of. the: Anchor Post Fence Division the amount of $4,693:00 be accepted. On' motion of Simpson and Montrouil, the recommendation ,was adopted and the bid accepted by unanimous vote on' roll call.; The C3tyManager advised that it was not necessary to have Council action on the bids taken on April 10, 1952 on playground'equipment:asthe low bid was less than $3,000.00. Bids on L rge Lamps The`City Manager submitted a report on the bids received on April 10, 1952., for A contract on purchase of electric lamps .for the period' of one year, with the recommenda- tion that the,bid:of the Kruss-Hatlett Supply Company be accepted for the period of one year commencing April 15, 1952:. On motion of Blois and Gaspar, the recommendation was approved and -the bid' accepted by unanimous vote on roll call: Bids on Mobile Radio'Equipment The City Manager reported that bids had been received on April 10, 1952 on mobile radio equipment to be used on utility trucks. At.his request action was deferred so that -the bids could -be ,reviewed by Committee No. 1. Letter from Mrs. O'Shea on -Utility Rates `-A letter was received from Mrs. Florine M. O'Shea concerning utility 'rates on:her:property at 551 University Avenue and requesting a refund for the past nine months. This was referred to Committee No. 4.
