RESOLUTION NO. 4485
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
REQUESTING CERTIFICATION FOR THE ADMINISTRATION OF
ITS TRAFFIC OPERATIONS PROGRAM TO INCREASE CAPACITY
ANO SAFETY (TOPICS)
WHEREAS, the City of Palo Alto, hereinafter called "City",
• has applied for federal monies to make systematic traffic improve-
ments in accordance with an area-wide plan under the program
known as Traffic Operations Program to Increase Capacity and
Safety (TOPICS) ; and
WHEREAS, the State of California, Division of Highways, here-
inafter called "State", has approved saia TOPICS program; and
WHEREAS, the State has reviewed and approved the ability
of the City to administer said TOPICS proq~am and to maintain re-
quired accounts and records in a manner suitable for audit pur-
poses;
NOW, THEREFORE, BE IT RESOLVED that:
SECTION 1. The City is aware of the required contract pro-
cedures under said TOPICS program and is both desirous of and
capable of assuming primary responsibility for compliance
therewith.
SECTION 2. The City will provide adequate accounting and
administrative capabilities to comply with State and Federal re-
quirements fQr said TOPICS proqrani.
SECTION 3. The City does hereby request certification from
the State for the administration of City's TOPICS program.
SECTION 4. The City Clerk is authorized and directed to
forward a copy of this resolution to the State and to the Board
