A letter was received from the Lowrie Paving Company,
owners of approximately 10 acres facing Charleston Road and
San Antonio Read,, stating they have no objection to the proposed
rezoning.;
:The hearing was declared open. Mr. Kenneth Wilton,

A report was received from: the City Manager advising
that at .the;time,for.opening bids on Improvement Plans 52-2,
:for the: construction of the 69-=kv. overhead' electric line on.
Alma Street, at 2:00 ?.M. on March .6, 1952, no .outside bids
were received. He recommendedacceptance of:the proposal of
the ' Electric Division -of :the' City of Palo Alto to do this 'work _.
for the sum of -4,18000.00'.:
0n motion of Blois and Simpson, and by unanimous vote
of'all council members present, the Council directed that the
work proceed by force_. account in:accordance with the bid of the
Electric Division. Miller was absent during this roll call..
Condemnation `of Land;` '69-KV E'lectric Line
In connection with the-69-KV electric line and the
acquisition of property .for sub -station sites, the City Attorne
reported that<condemnaton proceedings had been undertaken:to
acquire: property- on Alma:Street in -Block 8 from Dr. R. M.
0lssen-Seffer at a value` set by the: City of $27, 500.00; that:
the owner had filed an answer asking. conSiderably more money,
and that after negotiations with him and his attorney,
Dr.,,0lssen-Seffer has agreed to settle for $30,000.00. The_.
City Attorney recommended: that the Council authorize increasing
che-.price to be.paid for this property from $27,500.00 to
$30,000.00.

Upon recommendation of the City Attorney, and on
motion of Bowden and Montrouil, the Council adopted;0.rdinance
No:. 1391 as an:eme.rgercy ordinance, amending Ordinance. No. 1379
relating. to the issuance and sale of $70,000 City of'. -Palo. Alto
Improvement Bonds of, 1951,. Series. B. This ordinance provides
for an amendment to. Sections 6 and 7 of .Ordinance No. 1379
concerning the deposit of the premium received in connection with
the sale of these bonds.
