Project 52--2, 69-KV Electric Line The City Manager presented Improvement Plans No. 52-2 for the construction..of the 69-kv overhead electric line from Substation :B,=lo.cated:on Alma Street between Homer and Charming, to Substation.0 at,;0regon Avenue -and Alma Street. The plans and specifications for this proj.ect.were approved.. by the Council, and the City Manager was, authorized to _call for bids to be received at 2'00 P.M. March 6, 1952. Request of East Palo:Alto Sanita District. A. letter was; received. -from the East Palo- Alto Sanitary District in reference to the letter sent to them by the City Attorney under date of ;January 12, 1952, concerning the breach of their contract by permitting sewage to be discharged into the system without permission of the City of Palo Alto and giving the District 60 days in which to cure the breath..: The District requested that; further consideration of -the entire matter be deferred 1'or , a, petiod, of an additional two months or .until May ..15 : 1952. on motion of Bowdenand Gaspar, the Council directed that, :the: East. A commaunication-:was received from Morgan Stedman, Chairman of the Planning .Commission, advising that a majority of the Commission'andthe Planning Officer believe that some sort of design control shot1d be retained and outlining the County's method.of handling design control problems. He pointed out that many citiea.,=and counties in the.+State have design control provisions, and asked that.the questionbe studied carefully before action is taken torepeal.the existing ordinance. A motion was made by Bowden, seconded by- Drysdale, that the Council as a Committee of the Whole have a.meeting with the Planning Coamni:ssion for.discuss.ion of'.the question, and that action on Mr. Ruthts plans be deferred pending such a meeting.
