RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A COMPENSATION PLAN FOR ADMINISTRATIVE AND CONFIDENTIAL PERSONNEL A..~D CERTAIN FIRE DEPARTMENT PERSONNEL (Effective June 28, 1971} The Council of the City of Palo Alto does RESOLVE as fol- SECTION 1. Pursuant to the provisions of Section 12 of Article of the Charte._ ..)f the City of Palo Alto, the Compensation Plan,· forth in EXHIBIT A attached hereto and made a part hereof, hereby adopted. SECTION 2. The Compensation Plan adopted herein shall be administered by the City Manager in accordance with the Merit System Rules and Regulations. SECTION 3. The Compensation Plan shall become effective for 1971-72 Pay Period No. 1 beginn~ng June 28, 1971, and shall con- tinue in effect until amended or revoked by the Council. SECTION 4. For personnel covered in EXHIBIT A, this resolution supersedes Resolution No. 4363 and all amendments thereof. For all other personnel, Resolution No. 4363 remains in full force and effect. SALARY RANGES A. Salary Range Tables Personnel covered by this plan shall receive compensation within the salary ranges set forth in the Salar~· R~nge Tables that follow Section 2. T~e salary range for each position classification title and number is expressed in bi-weekly andior hourly rates along with the approximate monthly and/or annual equivalent. B. Establishment of Salary The City Manager is authorized to make appointments to or advance- ments within the prescribed ra~ges upon evaluation of employee qualification and performance. Fer purposes of merit advancement. steps A through E or 1 through 3 (for certain classifications) are provided within the salary ranges for all classifications other than Group One administrative persOttnel. The minimum time interval between merit steps is one year, except that where initial appointment is at the A step (or Step 1), th~ minimum time interval between steps A and B (1 and 2) is six months. The City Manager, in recognition of unusual circumstances or extraordinary per- formance, may authori~ed special merit ~dvancement. In the event that a downward adjustment of a salary range indicates a reduction in the established salary of an individual employee, the --city Manager may, if circumstances warrant. continue the salary for such employee in an amount in excess of the revised range maximum for a reasonable period of time. Such interim salary rates shall be defined as ''Y-rates". C. Contingency Cost of Living Adjustment This compensation plan provider. for a cost of living adjustment con- tingent upon increases in the San Francisco Bay Area Consumer Price Index. Such adjustment shall be determined by examination of the indicies for June 1971, and December 1971. Should there be an.iDc:rease in the index of more than 2% between June 30, 1971, and December 31, 1971, the compensation.plan will be adjusted by the exact percent•ge of the increase. Should the index increase 2% or less during the indicated period, no adjustment will be made to the compensation~plan. Group Insurance The City will pay the following amounts of premium on behalf of personnel who are eligible for coverage under various group insurance plans arranged by the City. Employee health coverage Dependent health coverage Employee dental coverage Basic life insurance I. Police Department Educational Incentive $ 13.19 per month $ 18.80 per month $ S.45 per month $ .71 per month per $1000 of coverage Granted to sworn police personnel upon achievement of: Four quarter units per year Units additional to the basic four, $4.00 per unit to a fiscal year maximum of P.O.S.T.
