HomeMy WebLinkAboutRESO 4468, • • ORIGINAL RESOLUTION NO. 4468 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING THE APPLICATION FOR LAND AND WATER CON- SERVATION FUNDS FOR DEVELOPMENT OF AN URBAN BICYCLE ROUTE SYSTEM WHEREAS, the Congress under Public Law 88-578 has authorized the establishment of a Federal Land and Water Cons~rvation Fund Grant-in-aid Program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation purposes~ and WHEREAS, the State Department of Parks and Recreation is responsible for the administration of the program within the State, setting up necessary rules and procedures governing application by local agencies under the program; and \t\HEREAS, said adopted procedures established by the State Department of Parks and Recreation require the applicant to certify by resolutio1". the approval of applications and the availability of local matching funds prior to submission of said applications to the State; and WHEREAS, said procedures further require the applicant to possess an ad9pted plan showing parks and recreation lands and faci~ities, existing and proposed; and WHEREAS, the City's plan for an Urban Bicycle Route System was first adopted by the City Council on April 19,:1971; and WHEREAS, the proposed Urban Bicycle Route System appears on City's plan and is consistent with the California Outdoor Recreation Resources Plan; and WHEREAS, the project must be compatible with the land use plans of those jurisdictions immediately surrounding the project; -l - -_,. .. • • NOW, THEREFORE, BE lT RESOLVED that the Council of the City of Palo Alto hereby: 1. Approves the filing of an application for Land and Water Conservation Fund 3ssistance; and 2. Certifies that the City of Palo Alto has or will have matching funds and can finance 100 p~rcent of the project, half of which will be reimbursed; and 3. Certifies that the City of Palo_Alto meets the planning requirements of said application and that the project is compatible with the land use plans of those jurisdictions immediately sur- rounding the project: and 4. Appoints the City Manager as agent of the City to con- duct all negotiations, execute and submit all documents including but not limited to applications, agreements, amendments, billing statements, and similar papers which may be necessary for the completion of the aforementioned project.
