Reference wa,,s made to an insurance survey report subrittedl by tiae Palo Alto tnsuranceAssociation, dated July 2,:1957, a copy' of wh:.ch had been sent" to each council member,, the report containing the :results of -their annual survey and study of the insurance for L the' City of Palo Alto. O Several -councilmen pointed out that the Council decided some time,age to`have a, survey made byAnoutside firm, --and felt,. that the:council, should take action without referring -the -matter to committee, so that the survey could get under way. After considerable discussion, the motion to. refer the matter to Committee No. 3 was carried by the following -vote on roll call: Ayes: Bishop: Cresap, Davis, Evans, Marshall, Rodgers, Ruppenthal, Stephens. Noes: .Byxbee, Mitchell, Navis, Woodward. Gift from Community -Players A' cemmunica.tion wasreceived from the Palo Alto Community, Players Offeringan Ampex Tape Recorder and Sound System to the . City of Pa..lo.;Alto for use in the Community Theatre p^o ram. -They advised:that the equipment is valued at approximately -$;1500.00. This gift was accepted by the Council .and : the Mayor was d - requested to sen letter, to the Community Players thanking them: for this gift to the City. Porter,' Hospital Addition' A -- letter' was - received from the Director of the rya lo; Alto:',. ospital requesting- permiss;?;on to construct a temporary- auiiding addition t o tie present: -hospital building of approximately 120. _spa ft. to .be : sed`.:as a' post anesthetic recovery room. T 1s :addition 1 would be p.iaoed on' -the roof of the south wing of the hospital side the surgi'ca1`units, and would beremoved within .s1x-_months .of the 'activation of the_ new hospital. xt was explained in the- letter; that tre recovery room `is considered to be an urgent necessity; tha' the Beard of_Ikospital Directors has received strong recommendations from the MediC l Staff, _the State Bureau of Hospitals and from the Joint Commissien on Accreditation of Hospitals that such a room be - made ava.i1able, and that the -Hospital Board has approved the con- 1 struction if permission is_granted. The -cost, estimated to be $10,-000.00, will be returned,by charges made for the. service. A question was raised a.s to the need for such facilities 1 in the present building in vier of the fact that the new hospital i being constructed, ar_d.it was also pointed out that the --request - should,have been presented:during consideration of the budget. He -stated that the matter should have .been land1ed at the time;th-e budget was ,considered but it was not' brought.. before the :Board -at-that time. After discussion, it, was moved by Mitchell, seconded. by. A report was submitted' byCommittee No. 3 recommending ap-- prov.al of a.n amendment to .t'ie city ordinances to provide the saIne fee for permanently locatedamusement concessions as is charged theaters. On motion of_ Byxbee and Rodgers, the report of Committee Sao. 3 was adopted, a.nd a, proposed ordinance amending Section 4.07 of Codified Qrd.inance No 5 was accented for first reading. Bids on Hospital Kitchen -Equipment A report was submitted by the- Assistant City. Manager on bids recei,ved.on August 8, 1957, for kitchen equipment for the Palo Alto -Stanford Hosr�ita1.; with the recommendation that the big? of tr.. Phaoan Company` of San Rra.ncisco ,on Schedule B (lump sum bid for all. items) in the amount of $54,00000 plus `sales tax be accepted, sub -- ject to approval by `the Board of Trustees of Stanford University._ During -the discussion, '-it was, pointed out that the :.std of L Chaban Company contained ,an; escalator clause stating that bid rices were guaranteed provided delivery is taken within one year p from date of the contract;' that if del�.Very is taken after one years from date: of contract, bid prices -woul:l be subject to such Adjust - Mentz as their costs may reflect. ,. Signs The Assistant'City_ Manager presented a recommendation from1 the Staff Traffio Committee for the installation of stop- signs on Forest Averue'at -W;avericy. Street Resolution No. 2888 amending Resolution No. 2788 regulating parking and use of certain streets, to provide for these stop signs, was irt.r_oduced, and - on motion of Rodgers and Ruppentha I, was adopted by unanlmbusvots on roll call. Extension -:of Park' Boulevard Property Acquisition The Assistant •City Manager made a report on the acquisiten ion of property for. the extension of Park Boulevard to connect Roseberry' Lane with Maclane Street, galling attention_to o Lot 14, Walnut Gardenia:. and Lot'll, Roseberry Ma.nor,-portions of which .are irn:the right of w.:y to be acquired;.- He advised that the owner of Lot 14, Walnut Ga.rdelas, does not'wish to remain on the property and would prefer to, have the City' Acquire. his entire property, and. that the owner of the other parcel .involved, Lot 11, Roseberry Manor, is considering • the matter and may prefer to have the City take his entire parcel. 1 The Assistant .City Managerpointed out that the houses.on these-1ots1 will be re1otated: on the., property, and that the staff recommends that the',Council authorize the acquisition of the total parcels and ;E the sale of theproperties. dater; that to accomplish this, it would be necessary to transfer the sum of $30,000.00 from the unappropriated reserve:to Account 132F for the acquisition of both parcels of property, with; the understanding that the General Fund would be re- imbursed from the :s...le- of the. properties after the ?rouses have been relocated.:` Itwas moved by"Rodgers, seconded and carried by unanimousil vote on.' roll .call. that ,therecommendation be adopted and the transfelr of• fuxds be. authorized 'for : this purpose.
