RESOLUTION NO. 4686
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
OPPOSING SOUTHERN PACIFIC TRANSPORTATION COMPANY'S
PROPOSED INCREASE IN PASSENGER FARES
WHEREAS, Southern Pacific Transportation Company has filed
Application No. 53666 before the Public Utilities Commission of the
State of California for, among other things, an increase in fares
for passenger service between San Francisco and San Jose and inter-
mediate points including the City of Palo Alto; and
WHEREAS, Southern Pacific Transportation Company has been
granted passenger fare increases of more than forty percent (40%)
over the last five (5) years; and
WHEREAS, there have no significant improvements in the service,
facilities or equipment of Southern Pacific Transportation Company,
nor any promotional activities to stimulate patronage by said company
during said period; and
WHEREAS, the proposed fare increases of Southern Pacific Trans-
portation Company for various types of passenger ticketing range from
12% through 43%, with no adequate explanation therefor and no con-
sideration of the inflationary consequences thereof; and
WHEREAS, Southern Pacific Transportation Company has made either
no or minimal effort to facilitate the movement of passengers
from its depots, particularly San Francisco, to points of ultimate
destination of passenqers; and
WHEREAS, there is a great need for economical, adequate,
frequent public transportation in the Bay Area; and
WHEREAS, the citizens of the Bay Area are alarmed with air
pollution, the proliferation of automobile traffic, and the use
of valuable and scarce land for automobile-related uses, to which
mass transit is a desirable alternative, and should be encouraged;
NOW, THEREFORE, the Council Of the City of Palo does RESOLVE as
follows:

SECTION 1. The council hereby objects to the fare incr~~ses
proposed by Southern Pacific Transportation Company, unless and
until an adequate analysis thereof has been made by the California
Public Utili.ties Commission, which should include differences in
treatment of .. the various ticket plans offered, investigations of
adequacy of facilities, service and equipment, facilitation of
·movement of passengers to ultimate destinations, and related
matters.
SECTION 2. The staff is authorized and directed to participate
in hearings and other proceedings, as necessary and to the extent
deemed appropriate by the City Attorney, to express the concern
of the citizens of Palo Alto for the matters herein.
SECTION 3. The City Clerk is authorized and directed to forward
a copy of this resolution to the following public bodie~ with the
request that they review this matter and take appropriate steps to
express their opinions to the California Public Utilities Commission
and to coordinate presentation of their views with other public entities
in the affected areas: The County of Santa Clara, the County of
San Mateo, each city in Santa Clara County, each city in San Mateo
Cowity, the Santa Clara county Transit District, the Metropolitan
Transportation Conuni.ssion, the Association of Bay Area Government's
Transportation Committee, the California Public Utilities commission,
California State Senators Alquist, Bradley and Gregorio, California
State Assemblymen Arnett, Hayden, McAlister and Vasconcellos.
