RESOLUTION NO. 4683
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING A TLNTATIVE SUBDIVISION OF PROPERTY BOUNDED
BY GREENWOOD AVENUE, HARRIET AVENUE, HARKER AVENUE
AND MELVILLE AVENUE IN THE CITY OF PALO ALTO (HARKER
SCHOOL) AND GRANTING EXCEPTIONS TO PERMIT TWO REAR
LOTS AND REDUCED LOT WIDTH FOR TWO LOTS, SUBJECT
TO CONDITIONS
WHERI-:AS, an entire block in the ci-:;y of Palo Alto consisting
of 2.24 acres and bounded by Greenwood Avenue, Harriet Avenue,
Harker Avenue and Melville Avenue (t._he forrrier Harker School Site)
=ontains more than enough land for fourteen (14) single/family
dwellings; and
WHEREAS, said property is bounded on all four sides by
existing fully improved city streets; and
WHEREAS, development of this land without the use of rear
lots and narrowed lot width on two lots would result in unusual
lot configurations and a loss of housing in the ~ity;
NOW, THEREFORE, the Council does RESOLVE as follows:
SECTION 1. The Council finds that subdivision of an existing
city block is a special circumstance or condition affecting the
propert~, the exceptions requested herein are necessary for the
preservation and 6njoyment of a substantial property right of
the owner, and the granting of these exceptions will not be detri-
mental to the public welfare nor injurious to other property in
the territory in which the property is situated. Based on in-
formation provided by the State of California Off ice of Inter-
governmental Management and analysis by the city staff, no sig-
nificant effect on the environment will be caused by this
subdivision or the exceptions granted herein.
SECTION 2. The tentative subdivision map attached hereto
entitled "Glenwood I" dated September 1972 is hereby approved

with an exception to permit Lot l thereon, consisting of 8598
squ4re feet, to have dimensions of approximately 35 feet in width,
151 feet in depth; an exception to permit Lot 6 thereon, consisting
of 6,889 square feet, to have a lot width of approximately 53 feet
and a lot depth of 112.9 feet; and to permit Lots 4 and 12 to
be rear lots, all subject to the following conditions:
a. The 15-foot access to each rear lot shall have a
12-foot paved surface with a 13-foot overhead clearance
with no parking permitted at any time.
b. Two additional on-site fire hydrants ehall be installed
to comply with the 300-foot maximum working distance
for fire protection.
c. All broken sidewalk shall be repaired. Abandoned drive-
ways shall be removed and pr~perly reconstructed at

the street with curb and gutter.
All new electric, telephone, and utility lines shall be
installed underground.
All work shall be done in accordance with City of
Palo Alto specifications.
All utility connection costs shall be paid prior to
recording oi the final map.
OWner shall provide evidence of payment of all due
city and county taxes.
A final subdivision map shall be submittej in accordance
with Section 21.16 of the Palo Alto Municipal Code and
Article 5 of the Su.h,division Map Act.
i. A tree survey map showing trees to be removed and
trees to remain shall be submitted with the final map.
