RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING SCHEDULES G-5, S-5, AND W-5 OF THE CITY OF
PALO ALTO UTILITIES RATES ANO CHARGES PERTAINING TO
UTILITY CONNECTION CHARG~S
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto
Municipal Code, the following schedules are herepy amended to read
as shown on the sheets designated and attach~~ hereto:

For service connections of 4-inch through 10-inch sizes, the
owner must provide a vault to hou~e 111eters or other required
control equipment in ac~ordance with the Water Utility'§
specifications.
Approved detector·check valves with by-pass assemblies must be
provided by owner on all fire servi.ces. An exception may be
made where only an automatic fire-sprinkler system is served,
provided the sprinkler control equipment is within ten feet of
the end of the street portion of the fire service.

2. Distribution System Charges:
a. Connection charges are based on lot or parcel size as des-
cribed in City's official records and apply to all vacant
land except land developments where connection charges are
recorded as paid by the developer. This exception applies,
generally, to land developments after February, 1953.
b. Street front:1ge charges for corner lots shall be based on
the total frontage on all streets.
c. Where a street service has been installed·and assessed in
accordance with the "Improvement Procedure Code," dis tri-
bution system charges must be paid ~efore service can begin.
d. 'Where service is from a main that is in an easement or right·
of-way, the frontage charge shall be based upon that portion
of the parcel that borders the right-of-~ay or easement.

2. Distribution System Charges (Continued):
e. If a street, right-of-way, or easeoent is designed to serve
oniy on one side, the frontage charge shall be doubled.
£. If a street, right-of-way, or easement is designed to serve
both sides, but only one side is being developed, special
arrangell'tents must be made to provide for the frontage charge
of the other side.
g. Where extensions are required to service areas that are not
contiguous to existing systems, special arrangements must
be made to provide for the cost of the intervening distri-
bution system.

a. Additional service connections are available with payment
of additional service connection charge as shown in
Section c.
b. Replacement of service connections m•de necessary because
of ordinary wear and deterioration will be made without
charge. Replacement due to inadequacy will be charged as
an additional service connection.
Installation under Unusual Conditions:
Any condition which, in the opinion of the Chief Engineer of
the Water Utility will result in a cost higher by-more than
fifteen (15) per cent of the charges set forth in (B). (C), or
(D) above will be classified as unusual. The charge for an
unusual installation will be based on the Chief Engineer's
·estimate of the total costs of ~11 materials, labor, and other
costs incidental to the instailation.

from supply main: The distribution system charges (Section B)
will be based on a maximum frontage of 660 feet. This
exception applies to single applications for service and
does not apply to subdivisions or tracts.
b. The developer may, at his option, furnish and install the
on-site water system at his expense and in accordance with
City's specifications in lieu of street frontage and con-
nection charges.

fifteen (lS) percent of the charges set forth in (S) or (C)
above will be classified as unusual. The charge for an un-
usual installation will be based on the Chief Engineer's
eathtate of the total costs of all materials, labor. and
other costs incidental to the installation.
5. Pullpillg Plants:
Where pumpillg facilities are needed to drain an area into the
trunk or collection system, the cost of such facilittes will
be at the expense of the developer.
6. Exceptions:
a. Sewer Service Areas 3 & 4, connections served directly from
trunk sewer: The cOliection system charges (Section B) will
be baaed on a maximum frontage of 660 feet. 'Ibis exception
