RESOLUTION NO. 4 6 7 l
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
SUPFORTING AND RECOMMENDING THE ENACTMENT OF
ASSEMBLY BILL 1687 RELATING TO HOUSING AND HOUSING
DISCRIMINATION
WHEREAS, discrimination in housing is repugnant to all fundamental precepts of human
equality and decency; and
WHEREAS, Assembly Bill 1687 has passed the Assembly and is presently pending before
the State Senate in the Senate Local Government Committee; and
WHEREAS, housing discrimination is clearly a local problem, as well as a state and national
problem, that can and should be regulated locally; and
WHEREAS, Assembly Bill 1687, _among other things, declar:s that it is the intention of
the Legislature not to occupy the whole field of remedying segregation and discrimination in
housing and authorizes any city, county, or city and county to adopt fair hcusing legislation
and carry out fair housing programs; and
WHEREAS, Assembly Bill 1687 would clarify and expand the ability of city and county
governments to enact affirmative legislation that deals with particular local problems of housing
discrimir.ation; and
WHEREAS, the City of Palo Alto has a long-standing and deep interest in such affirmative
legislation by local governments; and
WHEREAS, Assembly Bill 1687 also authorizes a city or county, by ordinance, to provide
procedures and remedies for the enforcement of the State Housing Law and the rules and
regulations promulpted thereunder;
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows:
SECTION l. The Council of the City of Palo Alto hereby vigorously and emphaticaUy
supports and recommends the enactment of Assembly Bill 1687 now pending before the Legislature
of the State of California.
SECTION 2. The Clerk of the City of Palo Alto hereby is directed to send copies of this
resolution to Assemblyman John J. Miller, sponsor of Assembly Bill 1687; Senator Milton R.

Marks, Chairman, Senate Local Government Committee; and Senators Peter H. Behr, Clark L.
Bradley, Clair W. Bu11ener, William E. Coombs, John A. Nejedly, Nicholas C. Petris, and Alfred
