RESOLUTION NO. 4670
RESOLUTION OF THE COUNCIL or THE CITY OF PALO ALTO
URGING A "YES" VOTE ON PROPOSITION 20 -THE COASTAL
ZONE CONSERVATION ACT
WHEREAS, Proposition 20, the Coastal Zone conservation Act,
is on the ballot for the November general election; and
WHEREAS, the lands and waters of the California coastline
are a precious and limited natural resource which must be pro-
tected and preserved for the benefit and enjoyment of this and
future generations; and
WHEREAS, this irreplaceable natural resource has already
experienced substantial abuse and deterioration including
pollution, haphazard piece-meal urban development, and des-
poliation of areas of scenic beauty; and
WHEREAS, only one-fifth of the California coastline is
available to the public now; and
WHEREAS, the amount of undeveloped coastline potentially
available for public access and recreation is decreasing
rapidly while the State's population is expected to increase
from 20 million persons to 26 million persons in the next
decade; and
WHEREAS, the City of Palo Alto is in close proximity to
the coast and its citizens enjoy the coast•s vacation, rec-
reation, and scenic benefits; and
WHEREAS, the City of Palo Alto has a long-standing and
deep interest in supporting planning for the judicious use
of natural resources; and
WHEREAS~ present jurisdictional control alonq our coa&t-
line is fragmented and uncoordinated and there is clearly a
need to unify and atrengthen planning and development con-
trols, such as those afforded San Francisco Bay by the Bay
Area Conservation and Development Comnli.ssion, within the
coastal zone to auqment and assist those of local 9overnment1

NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The council of the City of Palo Alto hereby does
most viqorously support and urge a "Yes" vote on proposition 20
by all concerned citizens and elected officials of this State.
SECTION 2. The Clerk of the City of Palo Alto hereby is
dirActed to transmit copies of this resolution to the Governor
of the State of California, the President Pro Tern of the State · yl
