HomeMy WebLinkAboutRESO 4663• • RESOLtrl'ION NO. 4663 USOLUTION OP THE COUNCIL OF THE CITY OF PALO ALTO AMENDING RESOLtrl'ION NO. 4524 (ADOPTING CITY OF PALO ALTO EMERGENCY PLAN, JULY 1971) BY ADDING ATTACHMENT I AND AUTHORIZING THE CITY MANAGER TO ADD FURTHER ATTACHMENTS AS REQUIRED ORIGINAL WHEREAS, Section 2.12.080 of the Palo Alto Municipal Code provides that the City Council shall by resolution adopt an emergency plan for the City1 and WHEREAS, by Resolution 4524, nffGctive January 20, 1972, the Council clid adopt City of Palo Alto Emergency Plan dated July, 1971, which included Attachments A through H; and WHEREAS, the Council wishes to add to said Emergency Plan Attachment I -"Oil Spill Contingency Plan" and to authorize the City Manager to add other attachments, appendices, and annexes, as necessary, to said Plan. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Resolution No. 4524 is amended by. adding Attachment I -"Oil Spill Continqency Plan" as attached hereto and by reference made a part hereof. SECTION 2. The City Manager is authorized to add to said City of Palo Alto Emerqency Plan such attachments, appendices, and· annexes as necessary; provided, however, that the.ba~ic Emergency Plan be amended only by resolution of this Council. General In response to the pr~visions of California State Assembly Resolution No. 114, dated October 27, 1971, the City of Palo Alto has fo:rm~lated a plan to deal with major spills of oil or other hazard- ous material in.and about the city. '!"his planenvisaqes the utilization of the city and other available resources most effectively to con- tain such spills. None of the provisions of this plan are in conflict with the California Oil Spill Disaster Contingency Plan dated June 17, l.969. 2. ' 3. 012erations Alerting and Public Safety Procedure In the event of a major oil or hazardous material spill or the threat of such a spill in or about the City of Palo Alto, the City Communications Center will: ' a. Dispatch personnel to assist in warning any persons endangered by the spill. _ b. Notify the State Disaster Office, (916) 445-6231 or 421-4990, and, if it is an oil spill in or near navigable waters, the u. s. Coast Guard Pollution Officer. (415) 556-3740. c. Notify the following city departments in ac- cordance with current emergency call-up procedures: {l) Utilities . Light and Power Water-Gas-sewer Water Qualtiy Control 4. .f, l • Public Works •... · .·· (2) Fire Battalion Chief (3) Police Watch Commander (4) City Manager and department heads if requested to.do so by persons on the scene of the ·spill. ' • • •• • • • (1) The sooner the source of the spill is secured, the less will be the magnitude of all other req~ired operations. Expert technical-knowled9e appropriate to the ·circumstances should be souqht from -industry and government sources. · .. (2) Spillage shou'.'l..d be contained in the small- est possible area to reduce contamination and facilitate removal. Techniques such as use of boans, caissons or absorbents on water, or levees, ditches, pita, or absorbents on land should be used. The Fire Department will assist in tracinq the source of spillage resulting in the contamination·of the city storm drain, sanitary sewer., or utilities underground vault systems. (3). -Gross quantities of.the pollutant must be removed or dispersed. on water this may be done by"phy3ical removal by ski•- min9 and pumping or by chemically treat- ing with dispersants, solvents, absorbents, or biological cultures. Towing and/or application equipment may be needed. On ~~ land removal may require pumping, scraping, earthmoving, steaming, flushing, or use. of solvents or absorbents. (4) Safe disposal of oil, chemicals and con- taminated material will nonnally require . transport as . facilities · for burial of _large amounts of Pollutant do not exist in Palo Alto and disposal by bur!iing is, because of danger of _air pollution, unacceptable.
