EXPRESSING APPRF.CIATION TO HERBERT I. MITCHELL UPON HIS
RETIREMENT
WHEREAS, HERBERT I. MITCHELL retired on September -IS, 1972. after
twenty-one years of aervice with the City of Palo Alto Police Departmenti arid
WHEREAS, HERBERT I. MITCHELL while servina as Traffic Serpant was a key
member in developU., traffic control systems; and
WHEREAS, HERBERT I. ~TCHELL has made a significant contn'bution toward
