ORGANIZATION AND PROCEDURES OF THE YOUTH ADVISORY COUNCIL AND REPEALING RESOLUTION NOS. 4406 AND 4586 WHEREAS, the Council of the City of Palo Alto by Resolution No. 4406 adopted on December 14, 1970, did consolidate into one resolution the duties, powers, orgllllization and procedures of the Youth Advisory Council, and WHEREAS, th~ Council of the City of Palo Alto by Resolution No. 4586 amended Resolution No. 4406, and ; WHEREAS, it is desirable to provide for certain additional changes in the duties, powers, organization and procedures of the Youth Advisory Council and to consolidate all of t.lie same in one resolution. NOW, TIIEREFORE, the Council of the City of Palo Alto hereby RESOLVES as follows: SECilON-1. Powers and duties. The Youth Advisary Council created by Resolution No. 4334 is continued as an advisory body to the City Council on the needs and interests of the , youth of the community and may make recommendations to the City Council under Reports of Committees on the City Council Agenda. It shall -study, research and make recommendations on subjects referred to it by the City Council. It shall initiate study and research on subjects of interest to Palo Alto Youth and make recommendations on such subjects to the City Council. . -. It shall annually prepare a report on its work and present the same to the City Council. SECTION 2. The Youth Advisory Council shall be composed of three bjgh school students from each public high school attendance area, and two junior high school students from each public junior high school attendance area as shown by the latest records of the Palo Alto Unified School District, who are residents of the City of Palo Alto. The term of members shall be one year. Members shall be elected by procedures as agreed between the Youth Advisory Council, the City Manager and the Palo Alto Unified School District. SECTION 3. Officers. The Youth Advisory Council shall elect one of its members chairman and another member vice-chairman, who shall hold office for six months or until a successor is elected. A liaison from the City staff shall be appointed by the City Manager to place Youth Advisory Council recommendations on the City Council agenda, to provide the Youth Advisory Council with educational and infonnational material concerning the City, and to work with the Youth Advisory Council in preparing its agency. SECTION 4. Procedures. {a) Quorum; eight votes for action. Eight members of the Youth Advisory Council shall constitute a quorum. Any action of the Youth Advisory Council, except adjournment for lack of a quonim, shall be by the affinnative vote of eight members. . , ,, . ,· -'I~ -. - , ..... /... --~ / .....,· I . ./ • (b) Meetinp. All reautar meetings, special meetings and work or study sessions of the Youth Ad,·isory Council and of its appointed task forces, if any, shall be open to the public. The Youth Advisory Council shall hold a regular meeting at least once each calendar month. (c) Failure to attend meetinp. Whenever a member of the Youth Advisory Council has missed two out of three consecuti\·: regular meetings, the question of his continuation in office shall be placed upon the agenda for the next regular meeting of the Youth Advisory Council. In the event that, after hearing, the Youth Advisory Council finds that the member's absence was int•xcusable, he may be removed from office. (d) Adoption of rules. Procedural rules ~d mooting rules not inconsistent with the resolution or the City Charter may be adopted by the Youth Advisory Council. SECTION 5. Vacancies. The chairman shall fill any vacancies on the Youth Advisory Council by appointment of qualified persons, giving primary consideration to those persons who ran unsucc::eafully for the position in the most recent election. Each appointment shall be confirmed by the Youth Advisory Council. SECTION 6. Resolution Nos. 4406 and 4586 are hereby repealed.
