HomeMy WebLinkAboutRESO 4628.... ~ ; ~ iows: e ORIGINAL RESOLUTION NO. 4628 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A COMPENSATION PLAN FOR FIRE DEPARTMENT PERSONNEL (EFFECTIVE JUNE 26, 1972) FOR THE FISCAL YEARS 1972-1973, 1973-1974 AND ENDING JANUARY 1, 1975 The Council of the City of Palo Alto does RESOLVE as fol- SECTION 1. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the com- pensation Plan, as set forth in EXHIBIT A, attached her~to and made a part hereof by reference, is hereby adopted for Fire Department per&onnel for the fiscal years 1972-1973,-1973-1974, and ending January 1, 1975. SECTION 2. The Compensation Plan adopted herein shall be administered by the City Manager in accordance with the Merit - System Rules and Regulations. SECTION 3. Salary Range Tables Personnel c<:Wered by this plan shall receive compensation within the salary ranges set forth in the s·alery Range Tables that follow Section 2. 'l'be salary range for each position classification title and number ls expressed in bi-weekly and/or hourly rates along with the approxi- mate monthly and/or annual equivalent. B. Establishment of Salary The City Mandger is authorized to make appointments to or advancements within the prescribed ranges upon evaluation of employee qualification and performance. For purposes of merit advancement, steps A through E or 1 through 3 (for certain classifications) are provided within the salary ranges -for ·au classifications. The minimum time interval between merit steps i8 one year except where initial appointzent is at the A step (or Step 1). the mini.Jslm time interval between steps A and B (1 and 2) is six months. The City Him.ger, in recognition of unusual circum- stances or extraordinary performance, may authorize special merit ad- vancement. . -- In the eveTit that a downward adjustaen.t of a salary range indicates a reduction in the eatablishecl salary·of an individual e.ployee, the City Manager may, if circumstances variant, continue the salary for such empl019e in an &t.mOUnt in excess of the revised range ~lam for a reuona'ble period of tbe. Effective beginning with che payroll period which includes July 1, 1973, the classifications represented by the union will receive range increases equal to the percentage increase in the Bureau of Labor Statistics COnsumer Price Index for the San Francisco-Oakland Area* as measured between March 1972 and March 1973. Eligibility shall be in conformance with the Merit Rules and Regulations and .Administrative Directives issued by the City Manager for the purposes of clarification and interpretation. A. Annual Adjustment Annually, each employee who bolds a regular full-time appointment in the municipal service on or before July first arid continues in such status through the first,day of Pay ~~iocl No. 12 (in December) shall receive, in addition to the salary prescribed herein, a salary adjust- ment equal to one percent of the employee's current annual salary. Annual adjustiaents-shall be prorated to reflect appointment from January 1 through July 1 of the current year, or interrupted service during the year. . •• .. • Fire Compensation Plan Page 4 B. Overtime, Working Out of Classification, and In-Lieu Holiday Pay Compensation for overtime work, working out of classification and scheduled work on paid holidays shall be in conformance with the Merit Rules and Regulations and Administrative Directives. C. Uniform Allowance Fire Personnel (shift) Fire Personnel (non-shift) D. Group Insurance Per Pay Period $4.62 $5. 77 Per Month (approx) $10.00 $12.50 The City will pay the following amounts of-premium of behalf of personnel who are eligible for coverage under various group insurance plans arranged by the City. 1. Health Insurance - Effective June 26, 197l: Up to 78% of the combined employee and dependent premium under the Blue Cross Plan, or an equivalent 81DOtint on the Kaiser Plan. Effective July 1, 1974: Up to 80'1. ~f the coinbined employee and dependent premium und~r the Blue ~oss Plan, or an equiyalerit amount on the Kaiser Plan. · 2. Dental Insurance locrt of the employee coverage premium. 3.
