HomeMy WebLinkAboutRESO 4626RESOLUTION NO. 4626 ORIGIN Al RESOLUTION OF THE COUNCIL OF THE CITY OF PAW ALTO SUPPORTING AND URGING PASSAGE OF ASSEMBLY BILL 2379 BARRING THE POSSESSION OF STATE LIQUOR LICENSES BY PRIVATE CLUBS PRACTICING DISCRIMINATION ON THE BASIS OF RACE, RELIGION OR NATIONAL ORIGIN WHEREAS, discrimination on the basis of race, religion or national origin runs counter to every principal of American freedom and human equality, and WHEREAS, the freedom of association on a private basis must remain inviolate, and WHEREAS, the Council of the City of Palo Alto has expressed its deep concern about groups which practice discrimination and receive governmental support or encouragement d!rectly or indirectly, and WHEREAS, one or more such groups in the City of Palo Alto possess an alcoholic beverage lictnse which license is a valuable privilege granted by the State, and WHEREAS, such a license assists and encourages such discriminatory policies, and WHEREAS, the California Constitution provides that the Department of Alcoholic Beverage Control may deny, suspend, or revoke any liquor license if it determines that the granting or continuance of 1Uch license is contrary to public welfare and morals; and WHEREAS, Assembly Bill 2379 has been introduced bl the California Legislature, which would require liquor license applicants to state that any business on their premises shall be carried on without discrimination on the basis of race, reliai<>n or national origin and which further provides that such discrimination would be a new basis for suspension or revocation of liquor licenses. NOW, THEREFORE, the Cou~cil of the City of Palo Alto does RESOLVE as follows: SECTION 1. . The Council of the City of Palo Alto does hereby most 'ria'oi;ously urge the passage of Assembly Bill 2379 and its enactment into the laws of the State of California. SECl10N 2. The City Oerk of Palo Alto is hereby directed to send a copy of this resolution to Secretary of State Edmund G. Brown, Jr., Aatemblyman John J. Miller, author of the bill, Assemblyman Leon D. Ralph, Chairman of the Assembly Committee on Governmental Organization and Assemblymen Vasconcellos and Hayden.
