HomeMy WebLinkAbout1976-10-28 City Council Summary MinutesCITY COUNCIL MINUTES Special Meeting October 28, 1976 ITEM PAGE Solid Waste Management Plan for Santa Clara County 4 2 7 Cancellation of Regular Meeting of Nevembe.r 1 and Setting a Special Executive Session for November 1 4 2 8 Adjournment to Executive Session 4 2 8 Adjournment 4 2 8 CITY or MLO ,1L' 0 4 2 6 10/28/76 October 28, 1976 The City Council of the City of Palo Alto met on this date in a Special Meting called by Mayor Norton, and for which legal notice was given, at 7:30 p.m. in the Council Chambers, 250 Hamilton Ave. Present: Serwald, Clay, Eyerly, Norton, Witherspoon Absent: Beaters, Carey, Comstock, Sher SOL�n wASr� AN'fX CLARA COUNTY (CM :491:6) Mayor Norton announced that this is the time and place for consideration of a Solid Waste Management Plan, which has already been accepted by the Santa Clara County Board of Supervisors, and is now pe:idin_g approval by each city in the County of the Plan and addendum, Ben Pawloski, Director of Public Works, reported that in view of the possible cancellation of November 1 regular meeting, staff requests that Council take action tonight to approve the Plan and addendum, which will be considered by the Board of Supervisors on Nove ar 8. The addendum has been approved by the City of San Jose, which means that a majority of the population of the County has approved it end the concern new is that a majority of cities approve it. Dave Holton, Superintendent, Public Works, said it looks promising that the Plan will be adopted by the County and sent to the State, which is a great improvement on where we were six months ago. Mayor Norton commented that the crunch is who is going to take the garbage and that has not yet been resolved. Mr. Holton responded that the Plan speaks to that, and the Council has spoken to that also, in urging the various cities to work cooperatively toward a solution, MOTION: Councilmember B ervald introduced the following resolution and moved, seconded by Couacilmember Witherspoon, its adoption: RESOLUTION PO. 3284 entitled�� "IRE�IO 1L OF THE a OP CITY OF PALO ALTO EXPRESSING � WTI 1T DOE SOLID WASTE MANAGEMENT FLAP FOR SANTA CLARA COUNTY" Councilammber Ber eld referred to a meeting held October 26, between Santa Clara County and representatives from north County cities. Palo Alto was represented by len Pswloski and Mark Barris, also City Manager George Sipsi. presented a plan for awing forward with a Joint Powers Agreement between the Perth County cities. ft. Sipel's plan was approved and a further meeting of this group is scheduled for November 1, following which resolutions will be presented to the same group and a process for moving ahead provided. The City of Sang Clara already has s rather sophisticated plan for seven/eight 'tsars duration. 427 1O/28/76 Councilmember Witherspoon thanked the staff for their work on what has been a long, tough process. Two weeks ago she received a call from a member of the League of Women Voters of Palo Alto, who expressed concern about this issue and said that very few people realize the pressing urgency of this problem, Mrs. Witherspoon a;aid she is very anxious to get the League involved with Palo Alto's municipal goveynment on problems such as this, The League could be a great asset, especially since that organization crosses jurisdic- tional lines. Mr. Pawloski said staff would be pleased to have the League's support of the Plan. The resolution was adopted on a unanimous vote. ,ayor Norton said it appears that the regular meeting of November 1 can be cancelled. Since there is a need for a Executive Session with Mr. S{pel in the near future, he would suggest that such a meeting be called for November 1. MOTION: counci.lmemher Witherspoon moved, seconded by Mayor Norton that the regular meeting of November 1 be cancelled and that Council schedule a Special Executive Session to discuss personnel matters for. 7:30 p.m., Monday, November 1, 1976. The motion passed on a unanimous vote, _N The Council adjourned at 7:55 p.m., to a scheduled Executive Session, to interview applicants for the Architectural Review board.
