RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
URGING T~ CALIFORNIA COUNCIL ON INTERGOVERNMENTAL
RELATIONS '!'0 RETAIH THE COUNTY OF SONOMA IN THE BAY
AREA REGIONAL PLANNING AREA
WH~REAS, the County of Sonoma has requested the California
Council on Intergovernmental Relations to exclude it from the Bay
Area Regional Planning Area; and
WHBREAS, the City of Santa Rosa has requested the Associaticn_
of Bay Area Governments and the California Council on Intergovern-
mental Relations to retain the County of Sonoma in the Bay Area
Regional Planning Area; and
WH~Rl::AS, the California Legislature recognized the Bay Area
as a unit in 1949 with the passage of Senate Joint Resolution No.
4 which states, "that the.nine counties ••• be recognized and·adopted
by all California state governmental agencies. as an integrated area
with common economic social, and of ten administrative interest" ; and _
WHEREAS, there are several state-established.regional planning.
agencies that all ·have as.their. planning. jurisdiction.either the.
entire Bay Area or a major.portion of it; these-being:· Bay Area
Comprehensive Health Planning Council. (BACHP~~ ,. Metropolitan
Transportation Commission (MTC), B.c.o.c., Bay Area Sewer Services
Agency (BASSA), Bay Area Air Pollution Control District (BAAPCD),
and Bay Area Manpower Resources,. Inc •. (BAMR,. INC.); and
WHEREAS, it is important that boundaries.for as many agencies
as is possible be coterminous to aid in efforts. to coordinate these
single-function agencies and to aidci-c.izens who wish to be informed
and participate in regional affairs; and
WH.l:!REAS, considerable effort. and the expendit..ure.·of public.
funds is involved in the regional planning. that.has.been.accomplished
to date, and plans ·have had as their basis the nine county region;
therefore, changing the planning area at this late date will require
revisions in a number of areas; and

WH~REAS, withdrawal from the federally reooqnizod reqional
planning agency will have.a detrimental effect on th• future funding
of water/sewer, wastewater treatment and open •pace projects in
Sonoma County. The loss of.eligibility in these areaa, as well as_
the probable loss of transportation funding,. will effect all of
Sonoma County's neighbors as well, because.of the relation of these
projects to the environment. and the inability to fund major projects
using only local revenues; and
Wlil:!RBAS, regional citizenship is often.difficult to foster in -
metropolitan art~as, and there is a strong sense of re9ional citizen&hip
in the nine county Bay Area; of which citizen concern for the Bay and
~.c.o.c. is a prime example; and
WHEIIBAS; changing the region will necessitate re-educAtion Of
citizens and fragment a-sense of:belonging.to.a.. region that has been
the envy of many·metropoiitan areas. throughout.. the country.
NOW, THEREFORE; the Council of the·city of Palo Alto does RESOLVE
as follows:
SECTION l. That the City-of Palo.Alto vigorously urges.the.
California council on Intergovernmental-Relations.to retain the County
of Sonoma in the Bay Area Regional Planning Area.
SECTION 2. That the Clerk of the·City.of.Palo.Alto is directed ..
to immediately transmit a copy of this-resolution.to. the.California-
Council on Intergovernmental Relations~ the.Association of Bay Area-
Governments, the Board of Supervisors-of.the County of Sonoma, and
the Council of the City of Santa Rosa.
