RESOLUTION NO. 4601 -------
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT
APPLICATION TO THE CALIFORNIA COUNCIL ON CRIMINAL
JUSTICE FOR FUNDS FOR A TWO-YEAR EVALUATION PROJECT
OF THE CITY'S DRUG ABUSE PROGRAM FROM FUNDS MADE
AVAILABT.E THROUGH THE OMNIBUS CRIME CONTROL AND
SAl<'E STREETS ACT OF 1968
WHEREAS, the Co\Jnc11 of the City of Palo Alto haa accepted
major responsibility for the development, implementation and
coordination of a comprehensive anti-drug abuse program in Palo
Alto and has authorized the allocation of $200,000 to fund such a
program during 1972-73; and
WHEREAS, the CotJncil of the City of Palo Alto recognizes the
need for a thorough evaluation of the program by a qualified,
objective outside agency; and
WHEREAS, the Council of the City of Palo Alto desires to
undertake a two-year eval'ilation project funded in part from funds
made available through the Oumibus Crime Control and Safe Streets
Act of 1968 administered by the California Council on Criminal
Justice;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Palo Alto that the City Manager ~s hereby authorized to submit the
attached Appltcation for Grant for L4'i Enforcement Purposes to the
California Council on Criminal Justice for its consideration; and
BE IT FURTHER RESOLVED that in the event the California
Council on Criminal Justice consents to fund the Project, the
Council of the City of Palo Alto hereby agrees to effectuate the
evaluation program aa o~tlined in concept in the attached Grant
Application; and

BE IT FURTHER RESOLVED THAT in the event the California
Council on Criminal Ju.tice con•ent• to fund the Project, the City
Manager is authorized, on behalf of the City of Palo Alto, to
execute the contract and any amendments thereto for the Grant for
Law Enforceuaent Purpoee1; and
BE IT FURTHER RESOLVED that the applicant hereby aareea to
provide the required m!tching funds to said Project; and
BE IT FURTHER RESOLVED that grant funds received hereunder
shall not be used to supplant ongoing law enforcement expenditurea.
