RESOLUTION NO. 4596
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
DECLARING OPPOSITION TO PROPOSITION "A" ("THE
SOUTHERN CROSSING PROPOSITION") AT THE JUNE 6, 1972
STATE PRIMARY ELECTION
WHEREAS, Proposition "A" states_as follows:
Shall the California Toll Bridge Authority
be permitted to construct the Southern
Crossing Bridge without further specific
approval by the California Legislature?
and
WHEREAS, if Proposition "A" is defeated, specific approval
by the State Legislature would be required prior to construc-
tion of the Southern Crossing Bridge, and
WHEREAS, air pollution in the San Francisco Bay Area is
reaching a critical state of clear and present danger to the
health and welfare of the people, and
WHEREAS, the great majority of the Bay Area's air pollution
is caused by automobiles, and
WHEREAS, the Southern Crossing will induce many thousands
of additional vehicles per day to cross the Bay, and
WHEREAS, existing freeways on both sides of the Bay have
already reached capacity at commute hours, and
WHEREAS, additional freeways would be required to handle
Southern Crossing induced traffic, and
WHEREAS, the Bay Area Rapid Transit District (BART) will
soon have its rapid transit trains in operation, and
WHEREAS, the Southern Crossing would reduce BART patronage,
requiring any BART deficit to be made up by the taxpayers, and
WHEREAS, the Southern Crossing would require higher bridge
tolls, and

WHEREAS, the Southern Crossing would increase noise pollu-
tion and consume valuable land, and
WHEREAS, the I•:etropolitan Transportation Commission is
attempting to develop a modern regional transportation plan,
the alternatives for which would be decreased by construction
of the Southern Crossing, and
WHEREAS, alternatives to automobile -freeway urban trans-
portation must be found:
NOW, THEREFORE, BE IT RESOLVED that the Council of the City
of Palo Alto urges all residents of the Counties of San Francisco,
Marin, Alameda, Contra Costa, Santa Clara and San Mateo to vote
No on Proposition "A".
BE IT FURTHER RESOLVED that the Clerk of the City of Palo Alto
is directed to transmit copies of this resolution to the Board
of Supervisors, Assemblymen and Senators of each of the Counties
of San Francisco, Marin, Alameda, Contra Costa, Santa Clara and
San Mateo.

Enclosed for your information is a copy of Resolution No. 4596
declaring opposition to Proposition "A" (The Southern Crossing
Proposition) at the June 6, 1972 State Primary Election.
The Resolution was passed unanimously at the Palo Alto City Council
meeting of May 22, 1972.
