' RESOLUTION NO. 4588 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO URGING THE PRESIDENT AND THE CONGRESS OF THE UNITED STATES TO HALT AND REVERSE ANY ESCALATION OF THE WAR AND OF THE BOMBING IN SOUTH VIETNAM AND SUPPORTING H. R. 14055 PENDING IN THE UNITED STATES CONGRESS WHEREAS: In recent weeks the United States has escalated bombing levels in South Vietnam; and WHEREAS: In recent weeks the United States has initiated bombing targets in North Vietna.ro; and WHEREAS: The increased and newly initiated bombing is directly contrary to previously established national policy and the will of the people of the United Stat~s; and WHEREAS: The stated national policy of troop withdrawal is meaningless if other war strategies increase and initiate new bombin9 7 and WHEREAS: The increase in and newly i.rii tiated bombing in ·southeast Asia destroys the confidence of the American people in all levels of government, including local governmenti and WHEREAS: The increase in and newly initiated bombing in Southeast Asia destroys the credibility of all levels of_ government, including lo·cal government 1 and WHEREAS: On May 11, 1971, the voters of the City of Palo Alto, in a special election, Voted a preference of removal of all United States Armed Forces from Southeast Asia by December 31~ 1971; and WHEREAS: The recent policies of .the administration have aroused this and many other conununities to unprecedented levels of concern and outrage; and WHEREAS: The pressing social, physical, economic and human problems of this community cannot be adequately dealt with and solved as a result of the policies of escalation, either from a standpoint of resource usage to calm an outraged public or from a standpoint of credibility.of government; ·and -1 - I i •• • • WHEREAS: The policy of war escalation directly operates to stifle solutions to all other community problems; and WHEREAS: There has been introduced into the House of Repre- sentatives HR 14055 which calls for cessation of bombing, with- drawal of troops, and an ending of funding of the war within 30 days after passage; NOW, THEREFORE, BE IT RESOLVED: SECTION 1. The Council of the City of Palo Alto most vigorously urges the President of the United States and the Congress of the United States to immediately reverse the present policy of escalation of the war in North and South Vietnam a..~d further most vigorously urges the President of the United States and the Congress of the United States to immediately withdraw all United States Armed Forces from Southeast Asia. SECTION 2.. The Council of the City of Palo Alto urges passage of HR 14055 presently pending in the united States House of Repre- sel&tati ves, which Resolution calls for cessation of bombing, withdrawal of troops, and an ending of funding of the war within 30 days after passage. SECTION 3. The Clerk of the City of Palo Alto is hereby directed to send a copy of this resolution to the President of the United States, the majority and minority leaders of the United States Senate, Senators Alan Cranston and John Tunriey, the majority and minority leaders of the United States House of Representatives, and Congress members Charles Gubser, -Paul Mccloskey and Robert F.
