RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
OPPO['TNG FUNDING BY THE UNITED STATES CONGRESS FOR
PREPARATION OF DETAILED DESIGN PLANS AND SPECIFICA-
TIONS FOR THE SAN FELIPE DIVISION OF THE CENTRAL
VALLEY PROJECT
WHEREAS, recent studies create doubt that the San Felipe
Project is th~ best and only choice for meeting the future
water needs of Santa Clara County; and
WHEREAS, Decision 11379 of the State water Resources
Board limits future water exports from the San Francisco Bay
Delta in order to protect the quality of bay delta water; and
WHEREAS, there is concern that depletion of delta outflow
caused by water export would adversely affect flushing of the
bay and hence the quality of water in South San Francisco Bay;
and
WHEREAS, current studies of wastewater reclamation for
the Santa Clara County Flood Control and Water District will
speak to the possibility of substituting reclaimed wastewater
for San Felipe water, said study to be complete in this year;
and
WHEREAS, environmental awareness casts doubt as to the
desirability of unlimited urban growth and its attendant water
needs in Santa Clara County; and
WHEREAS, there exists at present an insuf~iciency of data
on in-county distribution costs; and
WHEREAS, recent federal policies indicate that cost
benefit ratios of reclamation projects be examir.ed, using
current interest rates as funding parameters; and

WHEREAS, the essential parameters; cost estimates and
benefits of the project have already been established and
can be updated without further budgetary revision,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the
City of Palo Alto that the United States Congress and its
several concerned committees are urged to make no appro-
priation of additional funds for the preparation of detailed
designs and specifications until the project can be shown
to be economically and environmentally feasible.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward copies of this resolution to United
States Senators Alan Cranston and John V. Tunney: to
Congressional Representatives Charles s. Gubser, Don
Edwards and Paul N. McCloskey,Jr.; and to the Majority
Leader of the United States Senate and to the Speaker of
the United States House of Representatives.
