RESOLUTION NO. 4571
RESOLUTION OF THE COUNCIL OF THE CI'l·Y OF PALO ALTO
URGING THE PACIFIC TELEPHONE AND TELEGRAPH COMPANY
AND THE AMERICAN TELEPHONE AND TELEGRAPH COMPANY
EITHER TO REALIGN TELEPHONE WIRE CENTER BOUNDARIES
OR TO UTILIZE CALLING NUMBER IDENTIFICATION/LOCATION
TECHNIQUES SO THAT THE BENEFITS OF THE UNIVERSAL
EMERGENCY TELEPHONE ~UMBER MAY BE ENJOYED IN THE
CITY OF PALO ALTO
WHEREAS, the City of Palo Alto recognizes its responsibility
to provide prompt police, fire, and other emergency services;
and
WHEREAS, members of the general public may most expeditiously
summon such services by dialing the universal emergency telephone
number; and
WHEREAS, approximately 106 communities throughout the nation
utilize the universal emergency telephone nwnber; and
WHERE1'8, it would be very difficult and costly to implement
the universal emergency telephone number in the City of Palo Alto
since the boundaries of the telephone wire centers serving the
area do not coincide with the political boundaries; and
WHEREAS, the City of Palo Alto desires to eliminate this
problem and to ensure that all residents of the City of Palo Alto
will receive the benefits of the universal eroergency telephone
number service;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The Pacific Telephone and Telegraph Company and
the American Telephone and Telegraph Company hereby are· ·\ged
either to realign their wire center boundaries to coincide with
the political boundaries in the vicinity of the City of Palo Alto

or to utilize calling number identification/location techniques
so that all residents of the City of Palo Alto may enjoy the
benefits of the universal emergency telephone numbe~ service
without having such telephone calls del_ayed in a special com-
munications center which would be necessary now to process such
calls.
SECTION 2. The City Clerk hereby is authorized and directed
to tra:.1smi t a copy of this resolution to the appropriate officer
of the Pacific Telephone and Telegraph Company and of the
American Telephone and-Telegraph Companyo
