RESOLUTION NO. 4564 -
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
URGING THE STATE LEGISLATURE TO PROVIDE LEGISLATIVE
RELIEF FOR PROPERTY OWNERS SUBJECT TO LOCAL ZONING
AND DEVELOPMENT MORATORIUM ORDINANCE WITH RESPECT
TO PROPERTY TAXES AND ASSESSMENTS
WHEREAS, it is necessary for many local jurisdictions to
adopt moratoria freezing development and zoning for purposes
of study of new planning concepts; and
'HHEREAS, the owners of property subject to such moratoria
are required to pay ad valorem property taxes and assessments;

WHEREAS, the payment of such ad valorem property taxes
and assessments for the moratorium period is a burden upon
such property owners and unnecessary considerinq the temporary
nature of such moraeoria1 and
WHEREAS, local jurisdictions do not have the power to
provide such 461ief;
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Palo Alto vigorously urges the legislature of the

State of California to enact legislation to provide for temp-
orary ad valoreum tax and assessment relief for property
owners during the period of development and zoning moratoria.
BE IT FURTHER RESOLVED that the Clerk of the City of
Palo Alto transmit a copy of this resolution to the Senators
and Assemblymen from this district, to the President pro te.~
of the Senate and to the Speaker of the Assembly, as well 38
to the County Tax Assessor.
