RESOLUTION NO. 4558
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING RESOLUTION 4291 CHANGING THE CITYWIDE STOP
INTERSECTION SYSTEM AND MAP
The Council of the City of ~alo Alto does RESOLVE as
follows:
SECTION 1. The additions and modifications to t.~e existing
stop siqn system as set forth in EXHIBIT "B", consisting of a
two-page list entitled "Stop Sign System Addition and Modification,"
and a map entitled "Proposed Modifications to Stop Intersection
Systsm -Feb. 1972", which is attached hereto and by reference
made a part( hereof, are hereby. adopted.
SECTION 2. The map which was attached to Resolution 4291 as
EXHIBIT "A", entitled "Stop Intersection System,. 11 which is ·
.attached hereto as EXHIBIT "A" and by reference made a part, hereof,
is hereby amended accordingly.

Description of Proposed Modificc:tion
(Midcourt Place) is to be a cul-de-sac in a new
subdivision approved by the City Council on
12/20/71. It is recommended that Middlefieid
Road be designated a through street at its
inte~-section with (Midcourt Place) to confo'nn
with the established practices involving
int.ersections along arterial streets.
Examfaation of accid~nt records and fieJd
conditions reveals the lack of adequate sight
distance between westbound vehicles on
Cambridge Ave. and northbound vehicles on
Birch St. To conect this hazardous condition,
it is recommended that the existing 2-way stop
intersection (stops on Birch St.) be converted
to a 4-way stop intersection by the installation
of stop signs on Cambridge Ave.
Lincoln Ave. is presently designated as a
through street at its intersection With Wav~ley
St. Examination of traffic volume data reveals
Waverley St. to carry a much higher volume
of traffic than Lincoln Ave. The designated
of Lincoln·Ave. as a through ~tis therefore
inappropriate. It is· recominended that the
intersection be designated a 4-way stop
intersection by the . inStallatioll of stops on
Uncoln Ave.
Examination of accident records and field
conditicns reveals the lack of adequate sight
distance between southbOund vehicles on
Ramona Street and eastbound vehicles on
Forest Avenue. To conect this baµrdou·s
condition, it . ~ iecoliUnen4ed that the
direction of the · eXi.sting ' 2·9{ay stop
int~on be reversed by designating Forest
Ave. a through street ·at its intersection with
Ramona Sncet ..
Garland DriYe is a nam>W, sharply curving
residential street 1ocated between Louis Road
and Middlefield Road north of the Oregon
Avenue Expressway. Residents in the area cite
the use of Garland Drive as a by·pass for
out-of ·the-area 111otorists who wish to avoid
the Middlefield. Road/Oregon ,4. venue

Description of Proposed Modification
Expressway or the Louis Road/Oregc>n Avenue
Expressway intersection during the peak
traffic hours. This problem has been
confinned by staff observation. Speeding and
dangerous maneuvering along the curving
portions of Garland Drive are also mentioned
as areas of concern to the residents of the area.
It is recommended that a 3-way stop
intersection be established at the three
locations listed. Advisory speed signs will also
be installed in advance of the curving portions
of Garland Drive.
California Ave. is presently a through street
at its intersection with that portion of Park
Blvd. located south of California Ave.
Examination of traffic volume data and the
imminent installation of a bicycle route
crossing of California Ave. at this location
indicates the need for a 3-way stop at this
location. It is recommended that a 1-way stop
intersection be oonverted to a 3-way stop
intersection by the installation of stop signs
on California Ave.
During the course of the "Olive-West Meadow
Neighborhood Traffic Study" neighborhood
residents have indicated 'the need for the
installation of a 3-way stop at this intersection
to increase the safety environment for school
children. It is recommended, therefore, that
a 3-way stop intersection be e~tablished.
The installation of a traffic signal at this
intersection necessitates the removal of the
stop indicated from the "Stop Intersection
System" map.
