LIMITATION INI'l'IATIVE ON THE NOVJ::MB.l::R 6, 1913, BALU1T
WH~REhS, a special election will be held in the State of
California on November 6, 197J, on Proposition one, the Tax and
Expenditure Limitation Initiative; and
WHEREAS, Proposition One, it approved will reauce or elim-
inate essential State services in vital areas such as education,
health care, environmental protection and public satety, trans-
ferring the burden ot these programs and thei-r financing to
local entities; and
WHEREAS, elimination of cigarette tax revenues to cities
and reductions in other State subventions :an also be expected
as a result ot Proposition One; and
WHEREAS, the incorporation of primary prov1s1ons ot SB 90
by Pro~osition One into the State constitution locks local govern-
ment into a position where discretion and ability to generate
revenues will be seriously limited; and
WHEREAS, overall, Proposition One severely limits important
11exibi1ity in fiscal matters for future decades and rather than
~educing tax burdens, shifts those tax burdens to localities;
and
NOW, ·rHEREFORE, the Council of the City ot Palo Alto does
REfOLVE as follows:
SECTION 1. The Council of the City of Palo Al to hereby
vigorously opposes the passage of Proposition One, the Tax and
Expenditure L1.mitation Initiative.
SECTION l. The City Clerk is hereby directed to forward a
certi.tiea copy of this reso.iutjon ±o Governor Ronald Reagan;
Speaker Robert Moretti, State Senator Clark Bradley, Assemblymen
John Vasconcellos and Richard Hayden, County Supervisors Dominic
Cortese and Victor Calvo.
