The additions ~~~_modifications to the existing stop sign system as set forth in ~Xl.IIBIT B, consisting of a 3-page list entitled, "Stop Sign System Ad('titions and/or Modifications" and a map entitled "Proposed Modifications to Stop .tntelsection System -October, 197J," which are attached heretry and by reference made a part hereof, are hereby adopted. SECTION 2. J K L \ • • EXHIBIT "B" STOP SIGN SYSTEM ADDITIONS AllD/OR MODIFICATIONS I. Li!lcoln Avenue/Hamilton Avenue Hamilton Avenue/Isl4%1d Drive At its meeting of April 30, 1973 the Council requested that the staff " ••• report to Council on the matter of making the Lincoln-Hamilton intersection a four-way stop~ putting up a stop sign on Hamilton midway between Center and Newell and installing a pedestrian crosswalk on University Avenue from East Crescent Drive to Crescent Drive." A •. Lincoln Avenue/Hamilton-Avenue-· Hamilton Avenue is presently designated. a through street at its intersection with Lincoln Avenue. The accident history shows that there have been seven accidents during a three year period at this intersection caused by right- of-way violations. A four-way stop inters~ction at this location is expected to help ameliorate the existing r1ght-of-way control problems. B. Hamilton Avenue/Island Drive Hamilton Avenue is designated a through street at its intersection with. Island Drive. Residents of the area have complained that Hamilton A.venue is being used as a by-pass route by motorists who wish to avoid University Avenue during peak Lraffic hours. lhis condition haa been confirmed by staff investigation.a. A three-way stop intersection at this locatiOI'.' ~s · expected to make this route ltJss attractive to through traffic s_i;. diat ·the residential viability of the neighborhood can be pres_erved .. · : _. During May 1973 a painted crosswalk was installed across Univer~ity Avenue at East Crescent Drive. II. Waverley Street/Everett Avenue Everett Avenue is presently deaignated as a through street at its intersection with Waverley Street. Field investigations indicate ~hat there is considerable on-street p&rking 1uaar iutersecticas. ~uch parli.ing has impor,ed visibility restrictions at intersections. Waverley Street in lhis are:;· is designated as a future bicycle route street on the City's adopted Mas~er bikeways plan. It is expected that a four-way stop intersection will help ameliorate th~ right-of-way control difficulties and visibility problems at the inters~~tion. Page l of 3 I ··,, - / .- \ • • III. Fmerson Street/Kin$sley Avenu~ Kingsley Avenue is presently designated a through street at its inlersection with Elnerson Ava.nue. Tha closure of the easterly leg of Kingsley has eliminated conflicting traffic movements at this location. The existing atop sign at this intersection deserves removal to eliminate the unnecessary stoppage of south- bound traffic on Emerson Str9et within a distanc~ of fifty feet (first at Killgsley and then at Embarcadero Road). IV. Waverley Street/Colorado Avenue Waverley Streer is presently designated a through street at its intersection with Colorado Avet4ue. The a~cident histoTy has revealed five of seven accidents during a three year period at this intersection have been cau~ed by right-of-way violations. It is ""xpected that a four-way stop intersecti,1: will help m:ieliorate the ri~ht-of-way contr~l problems at this inters~ction •. V. Loma Verde Avenue/Torreya Court Torreya Court is scheduled to be a cul-de-&ac in a new subdivision (Tract #5371) approved by the City Council on June 11, 1973. It is rec011111ended zhat L.oma Verde Avenue he designated a through street at its intersection with Torreya Court to conform with the established practices involving intersections along collector streets. VI. Ferne Avenue/Briarwood Wai, Field investigations indicate a baaic deficiency in sight distance between northbound vehicles on Briarwood and eastbound vehicles on Ferne Avenue. It is expected that the designation of Ferne Avenue as a through street at its intersection with Briarwood Way will help improve this potentially hazardous condition. VII. Los Robles Avenue/Laguna Aven\K Los Robles is presently designated as a through street at its intersection with the northerly leg of Laguna Avenue. l1lere is no stop sign control of the southerly leg of Laguna Avenue. Field investigations indicate a basic deficiency in sight distanc~ between northbound vehicles on Laguna Avenue and westbound vehicles on ~s Ro~les Avenue. It is expected that the designation of Los Robles Avenue as a through street at its intersection with Laguna Avenue will help improve this potentially hazardous condition. VIII. Stanford Avenue/Yale Street Stanford Avenue is presently designated a through street at its intersection with Yale Street. The recent installation of a traffic diverter at this location forces all westbound traf fie along Stanford Avenue to tum .i.nto Yale Street. u.~ installation of a stop sign for eastbound Stanford at Yale is expected to reduc~ right-of-way conflicts between this turning movement and tbe eastbound traffic on · Stanford Avenue. Page 2 of J • • IX. Webster Street/Kellogg Avenue Webster Street is p1esently designated a through street at its int2rsection ~:th Kellogg Avenue. Residents of the area have complaiu~d that We~ster Street is being used as a by-pass ro~te -::,y motori_sts ~iverted by the closures of Kings.ley · Avenue and Melville Avenue at Embarcade:-o Rc·ad.
