RESOLUTION NO. 4819
A RESOLUTION PRELIMINARILY APPROVING ENGINEER'S REPORT,
AND FIXING TIME AND PLACE OF HEARING THEREON, UNDER
DIVISION 4 OF THE STREETS AND HIGHWAYS CODE
DOWNTOWN BEAUTIFICATION AND LIGHTING
PROJECT NO. 71-80
RESOLVED, by the Council of the City of Palo Alto, California,
WHEREAS, this Council ordered, under Division 4 of the Streets
and Highways Code, the preparation of a report for the following
improvements in said City, to wit:
a) The improving of University Avenue from Alma Street to
Webster Street by the planting of trees in tree islands in the
parking area 1 together with flowering shrubs, perennials and annuals,
with adj4cent planting areas, and an automatic clock-controlled
irrigation system; expansion of sidewalk areas at the four corners
of the cross-street intersections of Emerson Street, Bryant Street,
Waverly Street and Cowper Street, and the construction of walks,
ramps, benches, trellises with concealed lighting, newsracks, trash
containers, newspaper and bicycle racks; the construction of a b~1ck
strip next to the curb along the street frontage between intersec-
tions; the construction ot concrete crosswalks with scored pattern
at the intersections of Emerson Street, Bryant Street, Waverly
Street and Cowper Street, with repaving of the street areas bounded
by the crosswalks and relocation of storm drain catch basins and
piping; the construction of a new street lighting system, including
new poles and luminaires; relocation of traffic signals and controls;
and new street signs.
b) The improving of Lytton Avenue and Hamilton Avenue from
Alma Street to Tasso Street, High Street, Emerson Street, Ramona
Street, Bryant Street, Waverly Street, and Cowper Street from Lytton
Avenue to H&JJlilton Avenue, Florence Street, Kipling Street and Tasso
Street from Lytton Avenue to University Avenue, by the planting of
trees within the sidewalk strip and the replacement c ,·.-existing
luminaires to increase and improve the lighting level.
c) The acquisition of all rights and the construction and
reconstruction o~ all improvements auxiliary to any of the above
and necessary to complete the same.
WHEREAS, said report has been completed and presented to this
Council, and this Council has examined said report;
NOW, THEREFORE, IT IS ORDERED, as follows:
1. That said report is hereby preliminarily approved and
ordered filed with the City Clerk, who shall endorse thereon the
fact and date of this approval.

2. That Monday, the 15th day of October, 1973, at the hour of
7:30 o'clock P.M., in the Council Chambers, Civic Center, Palo Alto,
California, are hereby fixed as the time and place for hearing upon
said report.
3. The City Clerk is hereby directed to give notice of the
hearing on said report in the form provided by law, by mailing copies
of said notice at least thirty (30) days prior to the date of the
hearing, postage prepaid, to each person to whom land in the pro•
posed assessment district is assessed on the last equalized assess-
ment roll of sai~ City, at his address as shown upon said roll, and
to each person whether owner in fee or having a lien upon or legal
or equity inte~st in any land within the proposed district, whose
name and <;.ddress ~nd a designation of the lands in which he is inter-
ested is on file in the office or the City Clerk.

I hereby certify that the foregoing is a full, true and correct
copy of a resolution duly passed and adopted by the Council of the
City of Palo Alto, California~ at a meeting thereof held on the 11th
day of September, 1973, by the following vote of the members thereof:
