HomeMy WebLinkAboutRESO 4815lows: • • ORIGINAL RESOLUTION NO. 4815 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING SECTIONS 510, 607 AND 709 OF THE MERIT SYSTEM RULES AND REGULATIONS AND ADDING CHAPTER 14 THERETO The Council of the City of Palo Alto does RESOLVE as fol- SECTION 1. Resolution No. 4372, adopted August 17, 1970, and amended by Resolutions No. 4497 on August 23, 1971 and No. 4636 on August.21, 1972, adopting and amending the City of Palo Alto Merit System Rules and Regulations are hereby amended by amending or adding the sections set forth below. SECTION 2. Section 510 of the Merit System Rules and Regulations is amended to read: "510. Overtime compensation and computation. Compensation to employees working overtime will be in the form of additional pay at the rate of one and one-half times the employee•s basic hourly salary unless otherwise provided in these rules, with the exception that an employee may request and upon approval be granted compensatory time off equivalent to the number of hours worked, except as provided below: Effective July 1, 1973, Management and Confidential employees may request and upon approval be granted com- pensatory time off equivalent to one and one-half times the number of hours worked. In the event compensatory time off is used as the method of compensating for overtime, the time off will be taken within the quarter fo:.Lo"-~ng the quarter of the year in which overtime has been worked. In the event the employee is denied this provision, he will be compensated in pay for such time at the appro- priate rate specified by these sections. Exceptions to this procedure will be made only upon written authorization of the City Manager." SECTION 3. Section 607 of the Merit System Rules and Resulations is amended to read: "607. Personal business leave chargeable to sick leave. Department heads shall have authOrity to grant, at their discretion, the use of sick leave for personal business. This privilege is for needs of short duration and during any calendar periods of one year shall not exceed eighteen hours per management or confidential employee and twelve hour;. for all other employees." -1 - • • SECTION 4. Section 709 is added to the Merit System Rules and Regulations to read as follows: "709. Modified woric week •. Effective February 1974, all employees classed as Management and Confidential employees will receive scheduled paid days off in order to yield a minimum of one three-day weekend per month when integrated with recognized holidays which will produce three-day weekends. In the event such days cannot be scheduled, the City Manager may authorize equivalent additions to vacation accrual or in lieu salary payment. This section is subject to administrative rules issued by the City Manager." SECTION 5. Chapter 14 is her~by added to the Merit System Rules and Regulations to read as follows: "CHAPTER 14 MEMORANDUM OF AGREEMENT LOCAL 715A, SEIU Sections; 1401 Memorandum of agreement incorporated by reference. 1401. Memorandum of agreement incorporated by reference. That certain me:mvrandum of agreement, dated August 10, 1973, by and between the City of Palo Alto and Local 715A,SEIU, AFL-CIO, CLC, consist- ing of a Preamble and Articles 1 through XXIX with a seven page appendix attached,for a term commencing July l, 1973 and expiring June 30, 1975, is her3by incorporated into these Merit System Rules and Regulations by reference as though fully set forth herein. Said memorandum shall apply to all employees in cl3ssifications represented by said Local 715A, SEIU, AFL-cr.o, CLC, except where speci- fically provided otherwise herein. In case of conflict between this chapter and any other provisions of the Merit System Rules and Regulations, this chapter will prevail over such other provisiono as to employees represented by said Local 715A, SEIU, AFL-CIO, CLC. ff SECTION 6. The changes provided for in this resolution shall not affect any right established or accrued or any offense or act committed, or any penalty or forfeiture incurred, or any prosecution, suit, or proceeding pending or any judgment -2 - • • . . .
