HomeMy WebLinkAboutRESO 4813• lows: • • ORIGINAL RESOLUTION NO. ; ·4113.· RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A COMPENSATION PLAN FOR CLASSIFIED AND CASUAL PEF-SONNEL (EFFECTIVE JUNE 25, 1973) FOR THE FISCAL YEARS 1973-1974 AND 1974-1975 The Council of the City of Palo Alto does RESOLVE as fol- SECTION 1. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Com- pensation Plan, as set forth in EXHIBIT A, attached hereto and made a part hereof by reference, is her~by adopted for classified and casual personnel for the fiscal years 1973-1974 and 1974-1975. SECTION 2. The Compensation Plan adopted herein shall be administered by the City Manager in accordance with the Merit System Rules and Regulations. SECTION 3. The compensation Plan shall become effective for 1973-1974 Pay Period No. l beginning June 25, 1973, and shall continue in effect until amended or revoked by the Council. SECTION 4. The City controller is hereby authorized to implement the Compensation Plan adopted herein in his preparation of forthcoming payrolls and to make retroactive adjustments to employees' pay to reflect the effective date of June 25, 1973,- He is further authorized to make changes to the titles of employee classifications identified in the Table of Authorized Persopf\el contained in the 1973-1974 Budget if such titles have been changed -·~· by this Compensation Plan. ' - I • f • • COMPENSATION PLAN FOR THE CITY OF PALO ALTO Classified Personnel SECTION 1. Salary A. Salary Range Table Personnel covered by this plan shall receive compensation within the salary ranges set forth in the Salary Range Tables that follow Section 2. ·!'he salary range for each position classification title and number is expressed in bi-weekly and/or hourly rates along with the approximate monthly and/or annual equivalent. B. Establishment of Salary The Citr Manager is authorizea to make appointments to or advance- ments within the prescribed ranges upon evaluation of employ~e qualification and performance. 1. Step Increases Heric advancements from Step A to B, or l to 2, shall be granted at six-month intervals and between Step B through E, or 2 to 3, at one-year intervals if the affected employee has demonstrated continued improvement and efficient and effective service. ?or the purpose of determining step timP. require- ments, time will commence on the first day of the month coinciding with or following entrance onto a salary step. Step increases shall be effective on the first day of the payroll period in which the time requirements have been met. 2. In the event that a downward adjustment of a salary range indicates a reduction in the established salary of an indi- vidual employee, the City Manager may, if circumstances warrant, continue the salary for such etlll>loyee in an amount in excess of the revised range maximum for a reasonable period of time. Such interim salary rates shall be defined as "Y rates". 3. Effective with the pay period which includes July 1, 1974, classifications within the representation unit except as indicated below will receive a percentage increase equal to the percentage increase in the San Francisco-Oakland Consumer 0 PYice Index as measured between March 1973 and March 1974. Special Compensation Personnel covered by this compensation plan. in addition to the salary set (ortu in S~c.:t.i.on 1 i:ii.>Ov1::, way Ct:Ct:.i.Ve S}J~c.:ial C01!.1pensatiun ii:=- follows. Eligibility shall be in conformance with the Merit Rules and Regulations and Administrative Directives issued by the City Manager for the purposes 01: clarification and interpretation. A. Annual Adjustment Annually, each employee who holds a regular full-time appoint- ment in the municipal service on or before July first and con- tinues in such status through the first day of Pay Period No. 12 (in December) shall receive, in addition· to the salary prescribed herein, a salary adjustment equal to one percent (1%) of the employee's current annual salary. Annual adjustments shall be prorated to reflect appointment from January 1 through July 1 of the current year, or interrupted service during the year. B. Overtime, Working Out of Classification, and In-Lieu Holiday Pav Compensation for overtime work, working out of classification and scheduled work on paid holidays shall be in conformance with the Merit Rules and Regulations and Administrative Directi~es. . l • • • Clasaif ied Co:r:pensation fl~n Page 3 C. Standby Compensation, Special Call-Up Status 1. Standby Compensation Employees performing standby duty shall be compensated at the rates established below: Period Compensation Monday through Friday $16.00 per day 4:30 P.M. -8:00 A.M. Saturday, Sunday, Holidays $24.00 per day 2. Special Call-Up Status Employees assigned to special call-up status shall be compensated at the rates established below: Period Compensation Monday through Friday $14.00/Assignment Period Saturday, Sunday, Holidays $21.00/Assignment·Period 3. Minimum Call-OUt Pay F.mployees not otherwise excluded from receiving overtime pay who are called out to perform unscheduled work shall be com- .. pensated for at least two hours' pay for each occurrence at -the appropriate overtime rate. This provision does not apply to employees called out to work while earning pay for being in a standby status. D. Night Shift Premium An additional 30¢ per hour night shift premium shall be paid to empl~yees for work performed between 6:00 P.M. and 8:00 A.M. Employees who regularly work night shifts shall receive appropriate night shift premiums, relating to night shift hours worked, in additioh to base pay for holidays, sick" leave and vacation. E. Un if or.4 Allowance All employees for whom uniforms are not provided but who are required to.wear specific clothing in the performa.ncr of their . l Classified ComperuMtion Plan Page 4 • • jobs shall receive one-hundred fifty dollars ($150.00} per year uniform allowance. This section shall include, but not be limited to, Animal Shelter, Foothills Park and Parking Monitor employees. If any other employee is required to wear a uniform during the life of this Memorandum of Agreement, the City will meet and confer with the Union concerning the establishment of an equitable uniform allowance. All uniform allowances shall be paid bi-weekly. F. Tool Allowances 1. Mechanics in Equipment Maintenance shall be paid a tool allowance of $65.00 per year. 2. Auto Service employees in Equipment Maintenance shall be paid a tool allowance of $39.00 per year. 3. All tool allowances shall be paid bi-weekly. G. Group Insurance 1. Health Pl!!!l The City shall pay all premium payments on behalf of employees who are eligible for coverage under the health plans as described in Sub-Section (a) and (b). Any premium rate increases during the life of this Memorandum of Agreement shall be paid 1>y the City. The fol°lowing options will exist: · a. Employee and dependent coverage under the existing Kaiser Health Plan D Contract; b. Employee and dependent coverage under the existing Blue Cross Health Plan Contract or the equivalent benefits under a self-ir.':'ared program. 2. · ·nental Plan The City shall pay the f cllowing amounts of premiusn on behalf of employees who are eligible for coverage under the existing California Dental Service dental insurance plan: a. Employee dental coverage -$6.30 per month. b. The City shall assume any premium rate increase in existing employee and dependent dental coverage. Classified Compensation Plan Page 5 • 3. Basic Life Insurance • The City agrees to continue the basic life insurance plan as currently in effect for the term of this Memorandum of Agreement. 4. Long Term Disability The City agrees to continue, at employee cost, the long term disability insurance as currently in effect for the term of this Memo=andum of Agreement. For those employees without eligible dependents, the City will pay up to $8.00 per month toward long term disability insurance premiums. H.
