A Rl~OLUTION DIRECTING PREPARATION
OF INVESTIGATION REPORT Uifi>ER
DIVISION 4 OF THE STREETS
AND HIGHWAYS CODE
DOWNTOWN BF.AUTIFICATION AND LIGHTING
PROJECT NO. 71-80

RESOLVED, by the Council of the City of Palo Alto,
Califomia, that the Director of Public Works ,
a competent person for this purpose, is hereby direeted
to proceed and prepare such information &s may be required
therefor, to make a report in the form set forth in Divi-
sion 4 of the streets and Highways Code, for the imp~ove
ments more particularly hereinafter set forth and all as
more particularly described in Resolution No. 4sio or
Preliminary Determination ~der Division 4 of the Streets
&nd }iighways Code, ad°'ted by this Council on 20th. w pf

made tor a particular deacriptiO!l o~ the general nature,
location and extent ·or the proposed improvements, of the
boundaries or extent or the district or lands to be specially
assessed to pay all of the costs thereof, and ot the Statutes
under.which the proceedings therefor are proposed to be con-
ducted.
Said improvements to be made are more particularly

The improving of University Avenue from Alma
Street to Webster Street by the planting of
trees in tree islands in the parking area,
together with flowering shrubs, perennials and
annuals, with adjacent planting areas, and an
automatic clock-controlled irrigation system;
expansion of sidewalk areas at the four corners
of the cross-street intersections of Emerson
Street, Bryant Street, Waverly Street and Cowper
Street, and the construction of walks, ramps,
benches, trellises with concealed lighting,
newsracks, trash containers, newspaper and
bicycle racks; the construction.of a brick
strip next to the curb along the street front•
age between intersections; the construction of
concrete crosswalks with scored pattern at the.
intersections of Emerson Street, Bryant Street,
Waverly Street and Cowper.Street, with repavin~
of the street areas bounded by the crosswalks
and relocation of storm drain catch basins and
piping; the construction of a new street light-
ing system, including new poles and
luminaires; relocation of t.raff1c signals and
eontrolg; an~ n~~ street signs.
The improving of Lytton Avenue and Hamllto~
Avenue from Alma Street to Tasso Sti·eet, High
Street, Emerson Street, Ramona Street,. Bryant
Street, Wave·rly Street, and Cowper Street from
Lytton Avenue to Hamilton Avenue, Florence Street,
Kipling st·reet and Tasso Street from Lytton·
Avenue to University Avenue, by the planting of
trees within the sidewalk strip and the replace-
~nt of existing lum1na1res to incre~se and iciprove
the lighting level.
The acquisition of all rights and the construction
and reconstruction of all improvements auxiliary
to any or the above and necessary to_ complete the
same.
