'.~. • • WJML:KJmh 8-10-73-55 RESOLUTION NO. 4810 A RF.sOLUTION OF PRELIMINARY DETERMINATION UNDER DIVISI_ON 4 OF THE STREETS AND HIGHWAYS CODE DOWNTOWN BEAUTIFICATION AND LIGHTING PROJECT NO. 71-80 ORIGINAL· RF.SOLVED, by the Council of the City of Palo Alto, California, that l. The public interest, convenience and necessity require and that it is the intention or this Council to underta~e certain improvements within said City and to assess the cost thereof on lands benefited, said improvements being hereinafter more particularly described. 2. Reference is hereby made to the map or plat showing the general nature, location and extent of said improvements tor a further description of aaid work and for all particulars relating thereto, which map is on tile in the office of the City Clerk and open to public inspection. 3. The costs thereof, after certain City contributions, will be assessed upon a district benefited thereby, the exterior boundaries of whi~h are as shown on a map thereof on file in .the office ot the City Clerk, to which reference is hereby made for further particulars. 4. That proceedings tor said improvements shall be con- ducted pursuant to Division 4 of the Streets and Highways Code (the Special Assessment Investigation, Limitation and Majority Protest Act ot 1931), and Section l3.12.o4o of Chapter 13.12 ot Title 13 of the Palo Alto Municipal Code, and bonds shall be issued pursuant to Bond Plan B, Section 13.16.110 of Chapter 13 of Title 13 or said Code. 5. Said improvements are described as tollows: a) b) c) • • The im}.roving of University Avenue from Alma Street to Webster Street by the planting of trees in tree islands in the parking area, together with flowering shrubs, perennials and annuals, with adjacent planting areas, and an automatic clock-controlled irrigation system; expansion of sidewalk areas at the four corners of the cross-street intersections ot Emerson Street, Bryant Street, Waverly Street and Cowper Street, and the construction of walKs, ramps, benches, trellises with concealed lighting, newsracks, trash containers, newspaper and bicycle racks; the construction of a brick strip next to the curb along the -street front- age between intersections; the construction of concrete crosswalks with scored pattern at the intersections ot Emerson Street, Bryant Street, Waverly Street and Cowper.Street, with repaving of the street areas bounded by the crosswalks and relocation of storm drain catch basins and piping; the construction of a new street light- ing system, including new poles and luminaires; relocation of traffic signals and controls; and n~w street signs. The improving or Lytton Avenue and Hamilton Avenue from Alma Street to Tasso Street, High Street, Emerson Street, Ramona Street, Bryant Street, Waverly Street, a~d Cowper Street from Lytton Avenue to Hamilton Avenue, Florence Street~ Kipling Street and Tasso Street from Lytton· Avenue to University Avenue, by the planting of trees within the sidewalk strip and the replace- ment of existing luminaires to increase and improve the lighting level. The acquisition of all ri&~ts and the construction and reconstruction of all improv~m~~ts auxiliary to any or the above and necessary to complete the same. 2 ' . .. ' . .
