HomeMy WebLinkAboutRESO 4800.,, t lows: • •• O~IGINAL RESOLUTION NO. 4800 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A COMPENSATION PLAN FOR POLICE NON-MANAGEMENT PERSONNEL FOR THE FISCAL YEARS 1973-1974, 1974-1975, 1975-1976 (EFFECTIVE JUNE 25, 1973) The Council of the City of Palo Alto does RESOLVE as fol- SECTION 1. Pursuant to the provisions cf Section 12 of Article III of the Charter of the City of Palo Alto, the Compensation Plan for Police Non-Management Personnel for the fiscal years 1973- 1974, 1974-1975, 1975-1976, as set forth in EXHIBIT A attached hereto and made a part hereof, is hereby adopted. SECTION 2. The Compensation Plan adopted herein shall be administered by the City Manager in accordance with the Merit System Rules and Regulations. SECTION 3. The Compensation Plan shall becvme effective for the 1973-1974 Pay Period No. 1 beginning June 25, 1973, and shall continue in effect through the Fiscal Year 1975-1976 or until amended or revoked by the Council. SECTION 4. The City Controller is hereby authorized to implement the Compensation Plan adopted herein in his preparation of forthcoming payrolls and to make retroactive ddjustments to employees' pay to reflect the effective date of June 25, 1973. He is further authorized to make changes to the titles of em- ployee classifications identified in the Table of Authorized Personnel contained in the 1973-1974 Budget if such titles have been changed by this Compensation Plan. SECTION 5. For all police department non-management personnel -1 - •• • • covered in EXHIBIT A all previous resolutions and all amendments thereof are hereby rescinded. Police Non-Management Personnel Effective June 25 1 1973 • • • COMPENSATION PLAN FOR THE CITY OF PALO ALTO POLICE PERSONNEL SECTION 1. SALARY A. Salary Range Tables Personnel covered by thi.s ·plan shall receive compensation within the salary ranges set forth in the Salary Range Tables that follow Section 2. The salary range for each position classification title and number is expressed in bi-we~kly and/or hourly rates along with the approxi- mate monthly and/or annual equivalent. B. Establishment of Salary The City Manager is authorized to make appointments to or advancements within the prescribed ranges upon eval~ation of employee qualification and performance. For purpose of merit advancement, steps-A though E or 1 through 3 (for certain classifications) are provided within the salary ranges for all classifications. The minimum time interval between merit steps is one year ~xcept where initial appointme~t is at the A step (or Step 1), th~ minimum time interval between steps A and B (l and 2) is six months. The City Manager, in recognition of unusual circum- stances or extraordinary performance, may authorize special merit ad- vancement. In the event that a downward adjustment of a salary range indicates a reduction in the established salary of an individual employee, the City Manager may, if circumstances warrant, continue the salary for such employee in an amount in excess of the revised range maximum for a reasonable period of time. Such interim salary rates shall be defined as "Y-rates". 1. On September 30, 1973, a survey of benchmark jurisdictions iisted below shall be completed on the Police Officer (or equivalent) classi- fication and appropriate range adjustments shall be made as neces- sary, retroactive to June 25, 1973 according to the indicated for- mula: Walnut Creek San Jose Berkeley Concord Alameda Hayward San Leandro Redwood City Mountain V!.ew San Mateo Richmond Santa Clara San Mateo County Alameda County Santa Cla~a County ~ Step 5 or E eay in each jurisdiction Mean Formula • 15 ~ Mean step 5 or E pay Page 2 • • If Palo Alto step E pay ( Mean step 5 or E pay then adjustment shall be made so that Palo Alto step E pay a Mean step 5 or E pay. Effective beginning with the payroll period which includes July 1, 1974, the classifications represented by the Association shall receive range increases equal to the percentage increase in the Bureau of Labor Statistics Consumer Price Index for the San Francisco-)akland area* as measured between March 1973 and March 1974. SP&CIAL COMPENSATION Personnel covered by this compensation plan, in addition to the salary set forth in Section 1 above, may receive special compensation as follows. Eligibility shall be in conformance with the Merit Rules and Regulations and Administrative Directives issued by the City Manager for the purposes of clarification and interpretation. .. *U.S. Department of Labor, Bureau of Laobr Statistics, Washington D.C., Consumer Price Index -S.F. Annual Adjustment Annually, each employee who holds a regular full-time appointment in the municipal service on or before July first and continues in such status through the first day of Pay PeI"iod No. 12 (in December) shall receive, in addition to the salary prescribed herein, a salary adjust- menc equal to one percent of the employee's current annual salary. Annual adjustments shall be prorated to reflect appointment from January 1 through July l of the current year, or interrupted service during the year. B. Overtime, Working Out of Classification, and In-Lieu Holiday Pay Compensation for overtime wor~. working out of classification and scheduled work on paid holidays shall be in conformance with the Merit Rules and Regulations and Administrative Directives. C. Night Shift Differential Effective June 25, 1973, night shift differential shall be paid at the rate of 5% to represented classes for all hours worked between 6:00 P.M. and 8:00 A.M. I D. Parking in Civic Center Garage Effective June 25, 1973, employees in represented classes shall be entitled to free parking in the Civic Center garage. E. Personal Development Program Pursuant to administrative rules governing eligibility and qualifi- cation the following inay be granted to sworn police personnel: P.O.S.T. Intermediate Certificate: P.O.S.T. Advanced Certificate: A.A. Degree or Junior Class standing: A.B./B.S. Degree: F. Police Reserves Voluntar~~ training: (Payable P.A.P.D. Reserve organization) Annual maximum per member -$200.00 Regular duty: G. £9urt Appearances 5% above base salary 7lf/. above base salary $150 one-time achievement award $300 one-ttme achievement award $LOO/hour $5.38/hour Sworn Police Personnel appearing in court for the People shall be compensated as follows: Page 5 • • • Period Minimum 1. Appearance on scheduled day off. 2. Any or all court time during scheduled shift, or court time is inmediately beginling or following shift. 3. Appearance on scheduled work day but not during, il!ltlediately before or immediately after scheduled shift. H. Group Insurance Time and one-half Straight time during shift, time and one- ha 1 f for periods before or after scheduled shift. Time and one- half. 4 hours None 2 hours {2 hour minimum may not run into shift time) The City will pay the following amounts of premium on behalf of personnel who are eligible for coverage under various 3roup insurance plans arranged by the City: 1. Health insurance Effective June 25, 1973: 1007.. of medical premium payments for em- ployee and depe~dent medical coverage under existing contracts or will sssume existing contracts on a fully paid self-insured basis. 2. ~tal insurance Effective June 25, 1973: $6.30 per month for employee dental premiums. Effective June 24, 1974: The City shall assume any premium rate increase in conjunction with existing employee and de- pend~nt dental coverage. Effective June 30, 1975: The City shall assume any premium rate increase in conjunction with existing employee and de- pendent dental coverage. 3. Life insurance Basic Life Insurance {per $1000 of coverage) I. Uniform Purchase Plan Per Pay Period Per Month (approx) $ .27 $ .59 Uniform allowance at $12.50 per month shall c.>ntinue until a uniform pur- chase plan is put into effect by issuance of initial two ~niforms on or about January 1, 1974 at which time uniform allowance will be discontinued. •.....
