RESOLUTION NO. 4771
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
REQUESTING RECONSIDERATION OF THE COUNTY SPORTS
ARENA BY THE SANTA CLARA CUUNTY BOARD OF SUPERVISORS
AND RESUBMISSION OF THE PROJECT TO THE VOTERS
WHEREAS, the proposed Santa Clara County Sports Arena Project
received electorate approval in Novembe~ 1972; and
WHEREAS, the County since that time has encountered a serious
budget crisis; and
WHEREAS, Senate Bill 90 prohibit!; the imposition of property
tax increases without vote~ approval; and
WHEREAS, funds must be diverted to the Arena Project from
important public programs and needs such as mass transit, roental
health, child care and law enforcement; and
WHEREAS, the Arena may cause an unexpected long-term drain
of money from the taxpayerE inasmuch as the facility may not be
financially self-supporting because the County does not have a
major professional sports franchise nor is such a franchise or
other major source of income foreseeable; and
WHEREAS, new sports stadia in general are proving to be very
expensive and financially unrewardi~g to the public as has been
explained recently in FORTUNE, page 104, March 1973 ("It's
Promoters vs. Taypayers in the Superstadium Game•)# and
WHEREAS, it is extremely important that there be a full and
up-to-date disclosure of the f inancia: consequences (cost and .
realistic income,expectations) of the proposed Sports Arena to
the voters of this County so as to maintain and increase their
confidence and respect for all important public proposals.
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION l. The Board of Supervisors of the County of Santa

Clara hereby is urged to reexamine its position on the proposed
Sports Arena in the light of the above-stated circumstances.
SECTION 2. The Board of Supervisors of the County of Santa
Clara hereby is urged also to resubmit the Sports Arena issue to
the voters of Santa Clara County in the form of a general oblig-
ation bond in order to provide the public with a better under-
standing of the current financial implications of the Arena
proposal.
SECTION 3. The City Clerk is directed to transmit a certi-
fied copy of this resolution to the Chairman of the Boar.d of
Supervisors of Santa Clara County, Ralph Mehrkens, and Supervisors
Dominic Cortese, Daniel McCorquodale, Victor Calvo, and Sig Sanchez,
and Santa Clara County Executive Howard Campen.
