' ..... • • ORIGINAL RESOLUTION NO. 4768 J (_, ~. ,~··'~ <ti 17 ' , . .Q.j24 ... 1 _;J ( ( RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO MAXING CERTAIN CHANGES IN THE DUTIES, POWERS, OR- GANIZArION AND PROCEDURES OF THE YOUTH ADVISORY COUNCIL AND REPEALING RESOLUTION NO. 4635 WHEREAS, the Council of the City of Palo Alto by Resolution No. 4406 adopted on December 14, 1970, did consolidate into one resolution the duties, powers, organization and procedures of the Youth Advisory CC''1ncil, and WHEREAS, the Council of the City of Palo Alto by Resolutior. No. 4586 amended Resolution No. 4406, and WHEREAS, the Council of the -~ity of Palo Alto by Resolution No. 4635 repealed Resolutions No. 4406 and No. 4586, while amending the procedures for the Youth AD.visory Council, and WHEREAS, it is desirable to provide for certain additional changes in the powers and duties of the Youth Advisory Council and to consolidate all of the same in one resolution, NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Powers and duties. The Youth Advisory Council created by Resolution No. 4334 is continued as an advisory body to the City Council on the needs and interests of the youth of the community and may make recommendations to the City Council under Reports of Committees on·~e City Council ac;enda. It shall study, research and make recommendations on subjects referred to it by the City Council. It shall initiate study and research on subjects of interest to Palo Alto youth and male,,. feconaendations on such subjec.ts to the City Council. It shall have the power to study, aia.alyze, 1Q.ke recommendations, and take public stands on public issues on behalf of the youth of the City of Palo Alto; providing that when it takes a public stand on other than a local issue, its statement shall indicate that its position ia not .. . .,, . • • necessarily that of the ~ity or of the City Council. It ehall annually prepare a report on its work and preaent the •am. to the City Council. SECTION 2. The Youth Advisory Cowicil shall be compo•e4 of three high school students from each public high •c:hool attendance area, and two junior hiqh school student• frcm t1ach public junior high school attendance area as shown by the late•t records of the Palo Alto Unified School District,. who are re•i,.· dents of the City of Palo Alto. The term of members •hall be one year. Members shall be elected by-procedures ae a9reed between the Youth Advisory Council, the Ci.ty Manager and the Palo Alto Unified School District. SEcTION 3. Officers. The Youth Advisory Council •hall elect one of its members chairman and another member vice- chairman, who shall hold office for six months or until a successor is elected. A liaison from the city staff shall be appointed by the City Manager to place Youth Advisory Council rec0111D&ndationa on the City Council agenda, to provide the Youth Advisory Council .' 'i with educati.onal and i£1formational material concerning the City, and to work with the Youth Advisory Council in preparing its agenda. SECTION 4. Procedures. (a) Quorum; eiCJ!lt votes for action. Eight members of the Youth Advisory council shall constitute a quorum. Any action of the Youth Advisory council, except adjournment for lack of a quorum, shall be by the affirmative vote of eight memera. (b) Meetings. All regular meetings, special wtinge and work or study sesaiona of the Youth Advisory Council and of it• appointed task forcaa, if any, shall be open to the public;:. The ,. Whenever a med:Nlr of the Youth Advisory Council hu miaeed tWt' out of thr•• conaecutive reqular meetings, the queation of hi• continuation in office shall be placed upon the agenda for the next regular meeting of the Youth Advisory Council. In the •vent that, after hearing, the Youth Advisory Council find• that the member'• abaence was inexcusable, he may be removed from office. (d) Adoption of rules. Procedural rul•• and meeting rules not inconsistent with this resolution or the City Charter may be adopted by the Youth Advisory Council. SECTION s. Vacancies.. The chairman 1hall fill any vacancies on the Youth Advisory council by appointment of ~ualified persona, giving primary consideration to those per•on• who ran un•ucceaafully for the position in the most recent election. Each appointment shall be confirmed by the Youth Adviaory Council. SECTION 6. Reaolutian No. 4635 is hereby repealed.
