RESOLUTION NO. 4763 ORIGINAL
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
OPPOSING SENATE BILL NUMBER 818 CONCERNING ADVERTIS-
ING ON PUBLIC TRANSPORTATION SYSTEMS
WHEREAS, Senate Bill Number 818 was introduced by Senator
Mills to the California Legislature on April 23, 1973, to amend
Section 99269 of the Public Utilities Code; and
WHEREAS, Senate Bill Number 818 specifies ln substance that,
where an operator of a public transportation system terminates
an advertising contract or fails to renew or relet a favorable
advertising contract, then such operator may not receive funds
under the Mills-Alquist-Deddeh Act; and
WHEREAS, Senate Bill Number 818, among other things, would
have the environmentally repugnant effect of forcing the continu-
ance of outside advertising on public buses; and
WHEREAS, the City of Palo Alto is opposed to such visual
pollution of the environment, particularly in residential areas;
and
WHEREAS, such outs_ide advertising was never permitted on the
bus system previously operated in the City of Palo Alto and now
operated by the County of Santa Clara Transit District; and
WHEREAS, senate Bill Number 818 constitutes an attempt to use
public equipment for private qain at the expense of the public;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The Council of the City of Palo Alto hereby
vigorously opposes the passage of Senate Bill Number 818 and
urges all residents of the State of California to oppose such
legislation.

SECTION 2. The City Clerk hereby is directed to forward a
certified copy of this resolution to th£ Governor of the State of
California; to th~ President and the President pro Tempore of the
Senate of the State of California; to the Speaker and the Speaker .
