HomeMy WebLinkAboutRESO 4756... -----------------------------s·--------------------------------------------------------~ -~ , .. • • ORl'ilNAL RESOLUTION NO. 4756 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO SUPPORTING ASSEMBLY BILL NUMBER 594 OF THE CALIFORNIA LEGISLATURE FOR THE 1973-74 !U:GULAR SESSION AND ANY OTHER SIMILAR LEGISLATION RELATING TO BEVERAGE CONTAINERS WHEREAS, it has been amply demonstrated that the disposal of nonreturnable or throwaway beverage containers is producing a substantial adverse effect upon the environment, particularly the beaches: parks, and highways, which is injurious to the health, '· safety, and welfare of the residents of "i:he entire State of California; and WHEREAS, nonreturnable or throwaway beverage containers also substantially add to the problem of solid waste disposal in coimnunities throughout the State of California; and Wl:EREAS, it is extremely difficult to solve the problems created by the disposal of said beverage containers either at the local level or through existinq laws banning littering; and WHEREAS, as found in the State of Oregon in 1972, said problems must be uealt with on at least the state level through legislation directed toward eliminating the sal~ of beverages in nonrefundable containers and encouraging the return of said containers to the manufacturers; and WHEREAS, several hills in the past years which addressed them- selves to said problmr.s unfortunately have been defeated in the Legislature of the State of California; and WHEREAS, Assembly Bill Sumber 594 has been introduced to the Legislature of the State of California for the 1973-74 Reqular Session; and • • • WHEREAS, A•aembly Bill Number 594 ~s of April 12, 1973, in •ub•tance requires specified beverage containers sold or offered for sale in the State of California to have specified :efund values; requires dealers, distributors, and manuf~cturers to accept, and pay deposit on, such specified containers; requires container labeling or other marking to facilitate the return of sur.h containers; and provides for enforcement by the Department of Alcoholic Beverage Control; an~ WHEREAS, said 1~ssembly Bill Number 59 4 appears to be reasonably calculated to solve some of the major problems resQlting from the sale of nonreturnable beverage containers; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION.-1. The Senate and the Assembly of the State of California hereby are urged to enact Assembly Bill Number 594 and any other legislation which will help to eliminate the environmental blight created by nonreturnable beverage containers and which will encourage the recycling of beverage containers. SECTION 2. The Senate and the Assembly of the State of Califo~nia hereby ..a-e urged also to promote, encourage, and support research by the beverage and container industries in the field of biodegradable containers and the recycling of containers. SECTION 3. The City Clerk is directed to transmit a certified copy of this resolution to the Governor of the State of California; to the President and the President pro Tempore of the Senate of the State of California; to the Speaker and the Speaker pro Tempore of the Assembly of the State _of California; to the Majority and Minority Floor Leaders of the Assembly of the State of California; to senator Clark L. Bradley; to Assemblyman Richard Hayden; to Assemblyman -2- • • • John Vasconcellos: to the League of California Cities; and to A3semblyman Julian Dixon, who introduced Assembly Bill Number 594.
