HomeMy WebLinkAbout1976-04-26 City Council Summary MinutesCITY COUNCIL MINUTES' April 26, 1975 CIIY OF PALO ALTO The City Council of the City of Palo Alto met on this date in a Special Joint Meeting with the East Palo Alto Municipal Council at 7:00 p.n. at the East Palo Alto Municipal Center, 2415 University Avenue, East Palo Alto, California. Present: wars, Untold, Comstock, Clay, Eyer]y, Norton, Sher Gertrude Wilkens, Henry Anthony, Clarence Jackson, Clarence Burley, Oiowale Satterwhite Absent: Carey, Witherspoon Also Present: Alan Senderaora, Enid Pearson The agenda itesa dascusaed ware as follows: Dumbaerton BridAa Access East Palo Alto stated their need for an access road to their proposed 24 -acre iodustria.l park schedule to be built in East Palo Alto. in order to facilitate development of the industr .al park, East Palo Alto indicated it is willing to :request deletion of the University approach road, against which Palo Alto has filed a lawsuit, axchaage for a southerly approach road connecting to Oregon Expressway. The Knox Bill, AB 3219, was discussed as an alternative to the current play which calla for the building of a four lane bridge. The Knox Bill would simply rate the existing bridge. The Palo Alto City Council indicated it would review East Palo Alto's request. It was agreed that both Councils will tarp a Look at the proposed Knox Bill and the two Mayors will meet on the subject, Priest Palo Alto said it is proposing a widening of Bay Road through the L ister Tract to the tip of Cooley Lending. Since the Laumsister Tract is totally owned by the City of We Alto, East Palo Alto is resting from Palo Alto a strip of land approxi- mately 100 deep by 1650' "t four acres. The Palo Alto City Council advised that tho ease is dedicated park -- land and its sale might require a vote of the people. 1013 4/26/76 East Palo Alto pointed out that their youth are constantly being stopped by Palo Altos police because East Palo Alto youth do not have licenses for their bicycles. East Palo Alto stated that they are aware that they do not have a bicycle registration program and they are working on developing such a program to solve part of the problem. They other part of the problem' is that East Palo Alto youth feel they are being hare -eased silly because they are Black. The Palo Alto City Council responded that when such incidents occur, they be reported so an investi- gation can be made. Th" Palo Alto City Council iad;sated staffwill foiloweup with East Palo Alto staff to seek some solution. 0 The East Palo Alto Municipal Council requested that Palo Alto make some kind of financial contribution to their Community Youth Responsibility Program. The program, according to East Palo Alto, provides some cost savings to Palo Alto and Santa Clara County because it refers youth to the program who would otherwise be handled by Palo Alto or Santa Clara County. The CYRP provides counseling to East Palo Alto youth who commit minor offenses. San Mateo County is threatening to cut off the $60,000 funding because the program is not handling a sufficient: number of persons to justify continued funding. The program is funded on the basis of the number of persona that go through the program for criii¢vel offenses committed in San Mateo County. Criminal offenses committed in Palo Alto and referred to East Palo Alto CYRP are not counted nor funded by San Mateo County. It was agreed that the Palo Alto and East Palo Alto staffs will meet to review the program aaed details of they contribution aided. Recommendetions from staffs will be made to both Councils.
