RESOLUTION OF THE COUNCIL ~OF THE CITY OF PAL(J ALTO
ADOPTING INTERIM HOUSING GOALS AND POLICIES IN ADDITION
TO THOSE ADOPTED IN RESOLUT10N NO. 4577 AND DECLARING
ALL SAID GOALS AND POLICIES TO CONSTITUTE AN INTERIM
HOUSING PLAN
WHEREAS, the Council of the Cjty of Palo Alto on April 3, 1972, h Resolution
No. 4577 djd adopt interim goals and policies to guide the community both in its
forthcoming Housing Element Program and in the fonnulation of appropriate action efforts;
and
WHEREAS, the Council of the City of Palo Alto did appoint a Housing Advisory
Committee to study the housing problems in the City of Palo Alto; and
WHEREAS, said Housing Advisory Committee and city staff did study the housing
problems in the City of Palo Alto for approximately ten months; and
WH.EREAS, said Housing Advisory Committee did prepare a repon entitled "Toward
a Housing Plan for Palo Alto"; and
WHEREAS, the city staff did prepare a report entitled "An lntt.'rirn Housing Statement
for Palo AJto"; and
WHEREAS, the Planning Commission c..f the City of Palo Alto did review these two
reports in detail; and
WHEREAS, the Planning Comm!ssion of the City of Palo Alto has made certain
recommendations based upon findings in these two reix rts;
NOW, THEREFORE,· the Council of the City of Palo Alto hereby does RESOLVE
as follows:
SECTION 1. Based upon the fin4ipgs in the rep,:irt entitled "Toward a Housing
Plan for Palo Alto 11 and the report entitled 11 An Interim Housing Statement for Palo Alto, 11
the Council of the City of Palo Alto adopts the policies and programs specified in Section
2 hereof and declares that these goals and policies, along with the goaJs and poi.icies adopted
in Resolution No. 4577 9(, .e Council of the City of Palo Alto, constitute an Interim
Housing Plan to supplement the present Housing Element of the City of Pafo Alto pending
the completion and adoption of a revised Housing El~-nent in the Compreh .... 1sive Plan.
SECT!ON 2. The Coi.ncil of the City of Palo Alto hereby declares art<'. adopts the
~ following goals and policies for housing:
(a) Palo Alto declares a policy of distributm, low and moderate income houstna
units throughout the City in order to implement said Resolution No. 45 77 and to further
freedom of choice in housing location.

(b) Prlo Alto declart's that each residential development proposed to the City be
.. subject to a social impact analysis that would include the distribution criteria found in
the report entitled 11 An Interim Housing Statement for Palo Aho" in order to further
the policy declared in subsection (a) hereof.
(c) Palo Alto declares that new multiple housing developments involving twenty (20j
or more units should include twenty percent (20%) to forty percent (40%) low/moderate
income units, depending upon the size or type of the housing development.
(d) Palo Alto declares that the City of Palo Alto should purchase criticaJ parcels
of vacant land, or otherwise purchase or control development rights on satd land, using
land-banking funds in conformance with a coordinated housing land bank program.
(e) Palo Alto declares that the low/moderate income zoning ordinance which is being
prepared by city staff be considered for use as a means of achieving the distribution of
low/moderate income housing throughout the City of Palo Alto.
(f) Palo Alto declares that the primary goal for a rehabilitation program in the
City of Palo Alto should be to m~et the needs of those persons and families disadvantaged .
in the h..:>using market.
(g) Palo >Ito declares that an annual O>Uncil review of the City's total housing
program should be instituted as outlined in Interim Hoµsing Statement p. 37.
(h) Palo Alto declares that, due to the great influence of th~ Leland Stanford Junior
University on the magnitude and nature of the housing need in the area of the City of
F .. Jo Alto, the Leland Stanford Junior University and the City of Palo Alto should explore
cooperative methods to determine lhe location of future housing, the type of housing
needed, and the number of dwelling units needed.
