RESOLUTION OF THE COUNCIL OF THE CITY OF PAL~ ALT0
AUTHORIZING THE FILING OF AN APPLICATION FOR A
COMPREHENSIVE PLANNING GRANT FOR THE PEVELOPMENT
OF A SERVICE ~..AN~~EMENT SYSTEM
wHEREAS, Section 701 of the Housing Act of 1954, as amended,
authorizes the making of grants of Federal funds to any local public
body or agency to assis~ in comprehensive planning and necessary re-
lated purposes in carrying out programs of c01;munity services; and
WHEREAS, the City of Palo Alto deems it to be necessary and in
the public interest to undertake the develoanent of a oervice Manage-
ment System with Federal grant assistance1 and
WHEREAS, it is recognized that the Federal contract for such
financial assistance, pursuant to Section 701, will impose certain
obliqations and responsibilities upon the City of Palo Alto and will
require, amonq other things, the provision of the local share of the
cost of the development of the Service Manaqement system, compliance
with Federal labor standards, and compliance with Federal requirements
relating to equal employment opportunity; and
WHEREAS, Title VI of the Civil Rights Act of 1964, and tho requ-
lations of the Department of Housing and Urban Development effectuating
that Title, provide that no person shall, on the ground of race, color,
or national origin, be excluded fran participation in, be denied the
benefits of, or be subjected to discrimination in the undertaking and
carrying out of projects receivin~ Federal financial assistance;
NOW, THEREFvRB, the City Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. That an ~pplication on behalf of the City of Palo
Alto be made to the Depr~~ment of Housinq and Urban Development for
a grant unde~ Section 701 of the Housing Act of 1954, as amend~d, in
an amount equal to two-thirds (2/3) of the cost of the development
of the Service Management System, such cost now estimated t9 i.>e
$60,000.

SECTION 2. That the City Manager of the City of Palo Alto is
hereby authorized and directed to file and execute such application7
to execute the Assurance of Compliance with Department of Housing and
Urban Development Regulations under Title VI of the Civil Rights Act
of 1964 contained in the aoplication; to present to the City Council
of the City of Palo Alto f.or their approval such contract or contracts
as may be necessary for the grant applied for1 to provide such inform-
ation and furnish such documents as may be required by the Deoartment
of Housing and Urban Development1 and to act as the authorized repre-
sentative of the City of Palo Alto in the accomplishment of the pro-
ject developing the Service Mana~ement System.
SECTION 3. That the United States of America and the Secretary
of Housing and Urban Development be, and hereby_a4e, assured of full
compliance by.the City of Palo Alto with the regulations of the Depart-
ment of Housing and Urban Development effectuating Title VI of the
Civil Rights Act of 1964.
SECTION_!:_ That clle local share for the project developing the
Service Management system shall be provided ~y the City of Palo Alto

in personnel and c7erhead services for a total of $20,000. as such in-
kind services are explained in ~~e apFlication: and that the local
share is hereby authorized and will be ~rovided during the course of
the project.
