RESOLUTION NO. 4720 -
RESOLIJTION OF THE COUNCIL OF THE CITY OF PALO ALTO
OPPOSING THE CLOSURE OF TUE STATE HOSPITALS FOR THE
MENTALLY ILL AND T~iE MENTALLY _RETARDED
WHEREAS, the State of California has adopted the policy for the
care of the mentally ill and mentally retarded in local com..~unity
programs and such policy has ~esulted in the closing of state mental
hospitals; and
WHEREAS, such implementation has been mandated prior to the
development of alternative programs; and
WHEREAS, it is known that conununities are not prepared with
facilities beyond the existing mental institutions; and
WHEREAS, for ihe above mentioned reasons patients, friends and
relatives of patients will suffer from the effects of present plans
to close state facilities;
NOW, THEREFORE, BE IT BESOLVED by the City Council of Palo Alto
that it hereby urges the Gove~"Dor and the Legisla~ure of the State of

California to maintain the ~tatus of state hospitals until a compre-
hensive long range state plan has been prepared to determine effects
upon communities, that feasibility of this plan be tested with com-
'' munity pilot prc~rams, and that closures be conducted wit:i1in the con-
text of this long range plan to ailow for easy transitition and·
improved services to the mentally ill and mentally retarded in the
State of California.
