The council of the Ci~y ~f Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto Muni-
cipal Code, the following rule and requl,\tion, schedules and map are
amended or added to read as shown on the ··sheets desiqnated and attached
hereto:

The discharge of industrial wastes is regulated by the Palo Alto
Municipal Code i 16.0S-160. The following ~ules and regulations are
in addition thereto.
1. To provide a mean~ of treating certain industrial and domesti~
wastes prohibited from entering the se~er, the City operates an
Industrial Waste Treatment Works at the Regional Water Quality
Control Plant site. Certaia wastes 11ay be hauled to Industrial
Waste Treatment Works for treatment and disposal.
2. Wastes that can be accepted for treatment are classified as follow~:
a. Chro~ic acid
b. cyanide
c. Acids
d. Caustics
~. Organic Solvents except chlorinated solvents
f. Septic Tank Wastes
g. Other wastes may be accepted as treatment 111ethods and facilities
are developed, subject to approval by the Assistant City Manager
J. Hours of operation for the Industrial Wast'e Treatment Works shall
be as ustablished by the Assistant City Manager.
4. Waste Identification:
a. For chemical waste to be accepted for tre9tment. each clasaifica•
tion of waste identified.in paragraph 3 above must be in a seps-
rate tank and must be accompanied by a bill of lading from the
discha~ger showing its source, volume. nature an~ approximate
concentrati9p. Maintaining the segregation of these yastes by
classific~~!on is the responsibi1ity of the hauler.
b. 'lbe hauler ml.~t provide a liter sample, taken in the ~resence
of the industri~l waste treatme~! plant operator, of t~e contents
of each tank to be discharged. The natu~• of th~· sample will be
v~rified before the truck is permitted tc unload.

c. If a hauler's load is a composite of wastes (of the same nature)
collected from more than one discharger or locations, a one liter
sample of each collection must be provided for verification.
5. Hauling Operations:
To discharge at the Palo Alto Industrial Waste Treatment Works, a
hauler must 1) obtain a Trucker's Discharge Pe"11lit from the UtLlities
Department 2) post a bond or cash deposit with City Treasurer to
insure payment of charges; and 3) file with thP-City Clerk a certi-
ficate of insurance and a hold harmless clause.
a. The Trucker's Discharge Permit s~all be issued for twelve month
perio~s and is revocable for the violation of any of these rules.
The fee for Trucker's Discha~ge Permits shall he as stated in the
utility rate schedule.
b. 'lbe bond or cash deposit and insurance shall bP. posted with the
City Treasurer. The amount of the bond and insu1·ance shall b.a
as stated in the schedule of charges.
c. Insurance policies in force with limits of lia~ility shall be not
less than those specified below as follows:

d. The Hauler must agree to save and hold harmless the City, its
officers, agents and employees from any liability of any nature
whatsoever caused in.whole or in part, by the negligence of the
Hauler, or his ~gents, or employees, arising out of such operations.
6. Billing:
a. Chemical l~dustrjal Wastes
(l) Discha~gers in the Regional Water Qu£lity Control Plant
Service &rea will be billed directly ~y the City according
to the rate schedule 9 excert at the discharger's option,
the waste haul~~ oay be billed directly. The bill of
lading prov id~:-_;~•~~ each waste load will be the source
of information fer the billing.
(2) The waste hauler will be billed directly for waste loads
collected outside the P.egional Sewe1 Service Area.
b. Septic Tank Wastes

(1) Waste Haulers will be billed directly tor septic tank
wastes.
c. A surcharge of 25 percent will be made for Chemical Industrial
Wastes and Septic Tank Waste& originating outside Regional
Sewer Service Area.

7. Refusal of Wastes:

The City reserves the rig~·.t to reject any load of Chemical Industrial
Waste or Septic Tank Waste:
a. If the waste is not properly identified.
b. If there is not sufficient storage capacity at the plant fo1
the load.
c. For reasons of public health or safety at the discretion of tne
Water Quality Control Plant Superintandent.
B. MAINTENANCE OF SEWER CLEAN-OUT BOXES:
!he clean-out box is for the purpose of access for the maintenanc~ of
the customer's lateral.
It is the responsibility or the custome~ to keep this box at ground
level and Vi3ible.
Premises whose clean-out boxes are not so maintained may be refused
service by the City.
