That the unpaid ass essments, as show n on said list .and determined by said Council, shall constitute a special assessme nt against such respective lots or parc els of land shown therein a nd shall co nstitute a limn against such prope rty for the amo unt of such assessments until paid. Th e Assessor shall extend and enter the amo unts of such assessm ents against the r espective perc ele of land up on the 1963-1964 ta x roll, upon which general municipal ta xes a re to be coll ected, and they shall be paya ble with the first installm ent of said ta xes and the City Tax Collector (City Treasurer) shall incl ude the same on the bills for such taxes.
