CITY OP LAS ALTOS HZLLS TO THE EXERCISE OP EXTRA -TERRITORIAL
JURISDICTION TO UNDERTAKE PROCEEDINGS FOR THE ACQUISITION
AND CONSTRUCTION OF PUBLIC I PROVE4 NTS AND TO PROVIDE THAT
THE COSTS SHALL BE ASSESSED UPON THE DISTRICT BENEFITED,
UNDER APPROPRIATE SPECIAL ASSESSES T AND ASSESSMENT BOND ACTS
OLD TRACI ROAD, ET AL.
PROJECT NO. 64-4
RESOLVED, by the Council of the City of Palo Alto, California,
that
WHEREAS, it is the intention of this Council to undertake appro-
priate special assessment and assessment bond proceedings for acquisi-
tion and construction of improvements in said City, as more particu-
larly described in Exhibit "A" hereto attached and incorporated herein
by referenoe;
WHEREAS, a portion of said acquisitions and improvements to be
made are within the incorporated territory of the City of Los Altos
Hills, and a portion of the lands to be assessed bo pay the costs and
expenses thereof is incorporated territory within said City;
WHEREAS, the cost of said acquisitions and improvements and the
expenses incidental thereto are to be made chargeable upon the district
benefited thereby, the exterior boundaries of which are described as
the area bounded northerly by Arastradero Road, easterly by the Southern
Pacific Railroad right-of-way, the proposed Expressway and the easterly
city limits of the City of Palo Alto, southerly by the southerly city
limits, and westerly by the westerly City limits, together with all
parcels of property fronting on the easterly aide of Manuela Avenue
from a point just southerly of Manuals Court to the easterly extension
of the southerly City limits of the City of Palo Alto, all as more
particularly shown on a map thereof on file in the office of the City
Clerk, which indicates by a boundary line the extent of the territory
included within the assessment district and which shall govern for
all details as to the extent of said proposed district;

WHEREAS, ,aid acquisitions and improvements to he made are of
such a character that they will direotly and peculiarly affect prop-
erty not only within the boundaries of the City of Palo Alto, but also
the incorporated territory within the City of Loe Alto's Hills, and
the purposes sought to be a000mpliehed can best be accomplished by a
single comprehensive scheme of work;
WHEREAS, there has been filed with this Council a form of Reso-
lution of Preliminary Determination and of Intention to be used in
said proceedings; and
WHEREAS, 'tee public interest, convenience and necessity will be
served by the making of said acquisitions and improvements and the
levying of said assessments;
NOW, THEREFORE, IT IS ORDERED, as follows:
1. That request be, and the same is hereby, made of the City
Council of the City of Los Altos Hills, it being the legislative body
having jurisdiction over the territory in which a portion of said
acquisitions and improvements are to be had and made and said assess-
ments are to be levied, grant to this City its consent, expressed by
resolution, to the ordering of said acquisitions and improvements, to
the formation of the assessment district, and to the assessment of
the costs thereof upon the properties benefited thereby, and the
assumption of Jurisdiction thereover for the purposes aforesaid.
2. That request be, and the same is hereby, made that the form
of Resolution of Preliminary Determination and of Intention to be
adopted, be approved.
3. That the City Clerk of this City 1e hereby directed to file
with the City Clerk of the City of Los Altos Ville, a certified copy
of this Resolution together with a copy of said Resolution of Prelim-
inary Determination and of Intention.

EXHIBIT "A"
a) The improving of Manuela Avenue for its full length from
the Southern Pacific Railroad right-of-way to the southerly City
limits of the City of Palo Alto, including the portion thereof
within the City limits of the City of Los Altos Mills, Oak Hill
Avenue from Arastradero Road to Mesa Avenue, Old Trace Road from
Arastradero Road to its southerly terminus, Mesa Avenue from
Manuel& Avenue to its southerly terminus, Manuela Court from
Manuela Avenue to Old Trace Road, Robb Road from Manuela Avenue
westerly for its entire length, and an unnamed street zuming east -
west from the southerly terminus of Old Trace Road, by the acqui-
sition of easements necessary to aohieve standard street widths
and turnaround areas, and by the construction therein of grading,
base pavement and wearing surface, Portland Dement concrete curbs
and gutters, with sidewalk on Manuela Avenue, sanitary sewer mains,
wye branches, laterals, manholes and appurtenances, storm drain
pipe, catch basins, manholes and appurtenances, domestic water
mains, valves, hydrants, services and appurtenances, and street
lighting facilities.
b) The opening of Ditz Road from Old Traoe Road northerly
about 250 feet, and the opening of an unnamed street from Manuela
Avenue westerly about 650 feet, and the opening of a series of
streeta within the area bounded generally by Manuela Avenue, the
proposed Expressway, the easterly extension of Manuela Court, and
the improving thereof by grading and the construction therein of
base pavement and wearing surface, Portland Dement concrete curbs
and gutters, sanitary sewer mains, wye branches, laterals and
appurtenances, storm drain pipe, catch basins, manholes and
appurtenances, domestio water mains, valves, hydrants, services
and appurtenances, and street lighting facilities.
c) The acquisition of all lands and easements and the con-
struction of all work auxiliary to any of the above and.neoeasary
to complete the same.
