REGARDING PROPOSITION 14 ON THE NOVEMBER, 1964'

amendment would deprive all legislative bodies in the
Stati,th•'counties'and the cities of the power to enact,
amend any legislation whatsoever on this sub-
ject and thus render the position of all of these bodies
completely inflexible; and
WHEREAS, the proposed Constitutional amendment would
repeal all of the State Fair Housing Acts, including the
Rumford Act; and
WHEREAS, the City Council of the City of Palo Alto
did on November 26, 1963, resolve that the Rumford Fair
Housing Act be given a fair trial of operation before
revision or repeal, "because it has not had an opportunity
to be operative long enough to determine whether or not
it is in the best interests of the people of the State of
•
California"; and
WHEREAS, the City Council has also previously re-
solved on August. 12, 1963, "that Palo Alto shall continue
to be a community of equal opportunity for all persons
regardless of race, color or creed."
BE IT RESOLVED that it is the sense of the Council
that Proposition 14 is unwise legislation and that there-
fore a NO" vote on Proposition 14 is recommended.
